ԵՊՀ իրավագիտության ֆակուլտետի գիտական խորհուրդը դատապարտում է ՀՀ մարդու իրավունքների պաշտպանի ինստիտուտի ուղղորդված թիրախավորումը քաղաքական իշխանության կողմից

ԵՊՀ իրավագիտության ֆակուլտետի գիտական խորհուրդը հայտարարություն է տարածել, որում, մասնավորապես, ասված է․

«ԵՊՀ իրավագիտության ֆակուլտետի գիտական խորհուրդը դատապարտում է ՀՀ մարդու իրավունքների պաշտպանի ինստիտուտի ուղղորդված թիրախավորումը քաղաքական իշխանության կողմից:

Ատելության խոսքի, սպառնալիքների և վիրավորանքի տարածումն ինքնին խստորեն դատապարտելի է: Այն խարխլում է իրավական պետության հիմքերը և առավել վտանգավոր է, երբ կազմակերպվում և ուղղորդվում է սահմանադրական ինստիտուտի՝ Մարդու իրավունքների պաշտպանի դեմ:

Հարկ է ընդգծել, որ ըստ Մարդու իրավունքների պաշտպանի դիտարկման՝ հաստատության գործունեությունը սոցիալական մեդիայի կեղծ օգտահաշիվներից պարբերաբար ենթարկվում է ուղղորդված հարձակման: Ավելին, առկա է հիմնավոր ենթադրություն, որ այդ հարձակումները կազմակերպվում կամ համակարգվում են բարձրաստիճան պաշտոնատար անձանց կողմից: Այս մտահոգությունը փաստում են նաև վերջին օրերին քաղաքական իշխանության որոշ ներկայացուցիչների, այդ թվում՝ ԱԺ պատգամավորների հրապարակային հայտարարությունները՝ ակնհայտորեն միտված Մարդու իրավունքների պաշտպանի դերի և գործառույթների վերաբերյալ թյուր ընկալումներ ձևավորելուն:

Նման ուղղորդված գործելաոճը հատկապես դատապարտելի է մեր երկրի համար այս ծանր ժամանակաշրջանում, երբ յուրաքանչյուր պաշտոնատար անձ պարտավոր է իր լիազորությունների առավելագույն ծավալով ձեռնամուխ լինել պետության առջև ծառացած առաջնահերթ խնդիրների լուծմանը: Փոխարենը, սակայն, «իշխանական ռեսուրսները» լծված են սահմանադրական առաքելությանը հավատարիմ, ինչպես ներպետական, այնպես էլ միջազգային հարթակներում բարձր հեղինակություն վայելող և կայացվածության բարձր աստիճան ունեցող եզակի կառույցներից մեկին թիրախավորելուն:

Այս ամենը վկայում է, թե քաղաքական իշխանությունն ինչպիսի վերաբերմունք ունի առհասարակ երկրում մարդու իրավունքների համակարգի և այդ համատեքստում առկա մարտահրավերների հաղթահարման, ինչպես նաև սեփական պատասխանատվության և աշխատանքի առաջնահերթությունների վերաբերյալ: Ցավալի է, որ քաղաքական առաջնահերթությունները որևէ աղերս չունեն պետությանը և ժողովրդին հուզող օրհասական խնդիրների հետ:

Սա ոչ միայն չի կարող նպաստել երկրում իրավիճակի կայունացմանը, այլև խոչընդոտում է առկա օրհասական խնդիրների, այդ թվում՝ քաղաքական իշխանության անմիջական պատասխանատվության և իրավասության ներքո գտնվող խնդիրների լուծմանն ուղղված Մարդու իրավունքների պաշտպանի ակտիվ ջանքերին:

Դատապարտում ենք քաղաքական իշխանության նման գործելակերպը, պահանջում ենք գիտակցել սեփական կարգավիճակը և դրանից բխող պարտականությունները, ինչպես նաև ձեռնպահ մնալ Մարդու իրավունքների պաշտպանի անկախ ինստիտուտի գործունեությանը ցանկացած անօրինական միջամտությունից»:
