Արմեն Վարդանյանը Ֆեյսբուքյան իր էջում գրում է.

Նախօրեին կառավարությունը հավանություն տվեց «Վարչական իրավախախտումների վերաբերյալ» ՀՀ օրենսգրքում և մի շարք այլ օրենքներում փոփոխություններ և լրացումներ կատարելու մասին օրենսդրական նախաձեռնությանը: Ներկայացված նախագծերի փաթեթը միտված է ճանապարհային երթևեկության անվտանգության ապահովման բնագավառում առկա արդիական համարվող մի շարք խնդիրների լուծմանը:

Մասնավորապես՝ լուծում է տրվում միտում չպարունակող, նվազ նշանակություն ունեցող տուգանքները նախազգուշացմամբ փոխարինելու խնդրին: Օրենսդրական փաթեթով առաջարկվում է նաև չտուգանել այն դեպքերում, երբ իրավախախտը խախտումը կվերացնի տեղում: 
Նախագծով առաջարկվել է մեկ կարևոր լուծում ևս. 2014թ. դեկտեմբերին ընդունվեց օրենք, որով 6 ամսյա ժամկետում քաղաքացիներին հնարավորություն տրվեց, որպեսզի նրանք վարչական իրավախախտումների դեպքում վճարեն միայն մայր գումարն՝ ազատվելով ավելացված տուգանքներից:

Օրենսդրական փաթեթով առաջարկվել են ճանապարհային երթևեկության կանոնների խախտման համար կազմված վարչական ակտերի բողոքարկման և վերանայման գործընթացի դյուրացում՝ ներդնելով նաև բողոքարկման էլեկտրոնային համակարգ: Ինչպես նաև սահմանվել են նախազգուշացման և խրախուսական նորմեր իրավախախտումների ժամանակին վերացման և օրենսգրքով սահմանված մի շարք դեպքերի համար: Բացի այդ՝ ներմուծվել է նաև վարչական իրավախախտումների հաշվարկման բալային համակարգ:

Սահմանվում է հատուկ սուբյեկտներ համարվող (պաշտպանության, ազգային անվտանգության և ոստիկանության հանրապետական գործադիր մարմինների ծառայողներ, զինծառայողներ, զորահավաքների կանչված զինապարտներ) անձանց կողմից ծառայողական տրանսպորտային միջոցներով, ինչպես նաև ՀՀ-ում չհաշվառված և արտասահմանյան համարանիշներով ավտոմեքենաների կողմից կատարվող խախտումների վարույթի առանձնահատկություններ: Հստակեցվում են տրանսպորտային միջոցների վարձույթի դեպքում պատասխանատվության ենթակա սուբյեկտը և դրա հետևանքները:

Խստացվել է առանց հաշվառման համարանիշի, կեղծված կամ փոխարինված հաշվառման համարանիշով մեքենա վարելու համար նախատեսված տուգանքի չափը, ինչպես նաև տրանսպորտային միջոցները ոչ սթափ վիճակում վարելու համար նախատեսված տուգանքները: Նույն արարքը մեկ տարվա ընթացքում, կրկին կատարելու և մեկ տարվա ընթացքում, երրորդ և ավելի անգամ կատարելու համար նախատեսվել է պատասխանատվության խստացում, ընդհուպ մինչև քրեական պատասխանատվություն: 
Օրենսդրական նախաձեռնությամբ անդրադարձ է կատարվում այս բնագավառին առնչվող մի շարք բժշկական հարցերի կանոնակարգմանը. սահմանվում են տրանսպորտային միջոց շահագործելու բժշկական հակացուցման, բժշկական ցուցման, շահագործելու բժշկական սահմանափակման հասկացությունները:

Կարգավորվող ոլորտը կարևոր է մշտական արդիականությամբ, հասարակության համար անմիջական ազդեցություն և կարևորույթյուն ունեցող հիմնախնդիրներներով: Իսկ ոչ սթափ վիճակում մեքենա վարելու նկատմամբ պատժամիջոցների խստացումը մի գուցե կստիպի մեր արկածախնդիր վարորդներին «սթափվել» և առավել պատասխանատվությամբ վերաբերվել իրենց և այլոց կյանքին:
