Հայաստանի Գորիս քաղաքից Որոտան գյուղ տանող ճանապարհի միջնամասում երեկ` դեկտեմբերի 28-ին ադրբեջանցիների կողմից այդ երկրի քարտեզով ցուցանակի տեղադրումը խորը անհանգստություններ  է առաջացրել Գորիսի, Որոտանի և մի շարք այլ խաղաղ բնակավայրերում: Նույնը վերաբերում է նաև ճանապարհի այդ հատվածում, ինչպես նաև Որոտան գյուղի մոտ ադրբեջանական դրոշների տեղադրմանը:

Այդ բնակավայրերի բնակիչները Հայաստանի մարդու իրավունքների պաշտպանի աշխատակազմ են ներկայացրել ահազանգեր` կապված իրենց կյանքի, ֆիզիկական անվտանգության ու անձեռնմխելիության, սեփականության և կենսական կարևորության մյուս իրավունքների հետ: Ահազանգերով նշվել է, որ նշվածը կոպտորեն ոտնահարում է իրենց իրավունքները:
Հայաստանի մարդու իրավունքների պաշտպանի աշխատակազմում անմիջապես նախաձեռնվել է մանրամասն ուսումնասիրություն: Վերլուծվել են թե´ Պաշտպանի աշխատակազմի Սյունիքի մարզային ու կենտրոնական ստորաբաժանումների դիտարկումները, թե´ տեղի համայնքային մարմինների ու բնակիչների ահազանգերը:

Պարզվել է, որ Հայաստանի սահմանային բնակավայրերի միջնամասում ադրբեջանցի զինվորականները տեղադրել են ցուցանակ «բարի գալուստ Ադրբեջան» գրառումով:  Այդ ցուցանակի վրա պատկերված քարտեզն ակնհայտ արված է այնպես, որ Հայաստանի Սյունիքի մարզի զգալի մասը ու մեր երկրի մի շարք այլ բնակավայրեր ներկայացված են Ադրբեջանի մաս: Ամեն դեպքում, ակնհայտ է, որ դա արված է նման ընկալում առաջացնելու նպատակով: Ցուցանակը տեղադրվել է Հայաստանի մեկ քաղաքացիական բնակավայրը մյուսին կապող ճանապարհի վրա:
Ուսումնասիրության արդյունքներրն ակնհայտ հաստատում են, որ Ադրբեջանի զինվորականների նշված քայլն արվել է ՀՀ սահմանային բնակավայրերի բնակիչների իրավունքները ոտնահարող, նրանց բացահայտ ահաբեկող եղանակով (առաջին հերթին` երեխաներ, կանայք): 
Սա բացարձակ դատապարտելի ու խաղաղ բնակիչներին ահաբեկելու բացահայտ մտադրությամբ քայլ է` առաջին հերթին հաշվի առնելով այն խոշտանգումները, անմարդկային վերաբերմունքն ու մյուս պատերազմական հանցանքները, էթնիկ զտումները, որ Ադրբեջանի զինված ուժերը մեր ժողովրդի նկատմամբ կատարել են հատկապես 2020 թվականի սեպտեմբեր-նոյեմբեր ամիսների պատերազմի ընթացքում ու դրանից հետո:

Նման քայլերը հատկապես դատապարտելի են այն ֆոնին, որ Ադրբեջանում շարունակվում են հայասպանության ու հայատյացության կազմակերպված քարոզի պետական քաղաքականությունը, ինչպես նաև որ Հայաստանի դեմ պատերազմի բացահայտ կոչեր են անում նաև այն ադրբեջանցիները, որոնք ունեն այդ երկրում հանրային ճանաչում ու իրենց հռչակել են իրավապաշտպան (Հայաստանի մարդու իրավունքների պաշտպանի աշխատակազմն ամրագրել է անհրաժեշտ ապացույցները):
