Բյուջե 2016. իրավիճակի ճշմարիտ, առանց գունազարդումների ներկայացում

Տիգրանուհի Դավթյանը Ֆեյսբուքյան իր էջում գրում է.
Օրերս ԱԺ-ում ավարտվեց 2016թ. պետական բյուջեի նախագծի քննարկումը: Քննարկման ժամանակ ՀՀ վարչապետը ասել է, որ տարվա գլխավոր ֆինանսական փաստաթուղթը ոչ միայն ֆինանսական, այլ քաղաքական առաջնահերթությունների, հնարավորությունների և ցանկությունների հնարավորինս համադրման փաստաթուղթ է, անդրադարձել է բյուջեով կանխատեսված 2.2 տոկոս տնտեսական աճին, և իր մոտեցմանը՝ իրավիճակի ճշմարիտ, առանց գունազարդումների ներկայացմանը՝ նախանշելով կառավարության տեսլականն ու առաջնահերթությունները: Հովիկ Աբրահամյանն, ամփոփելով անցնող տարվա տարածաշրջանային զարգացումները` նշել է, որ ներկայիս արտաքին մարտահրավերները, ի տարբերություն 2008-2009 թվականների մարտահրավերների, իրենց բովանդակությամբ միայն տնտեսական չեն, այլև քաղաքական կամ աշխարհաքաղաքական, ինչն էլ նշանակում է, որ դրանք ոչ միշտ են կանխատեսելի և հաշվարկելի:
Նշվել է, որ հաշվի առնելով այն հոռետեսական կանխատեսումները, որը արվում էր միջազգային կառույցների կողմից` առաջին 9 ամիսների արդյունքում երկրում գրանցված 3.5 տոկոս ՀՆԱ-ի աճը, վարչապետի գնահատմամբ, ռեսուրսների և ջանքերի կենտրոնացման, առաջնահերթությունների շեշտադրման, ոչ ստանդարտ լուծումներ պարունակող կառավարության քայլերի արդյունք է:
Հաշվի առնելով այն փաստը, որ հիմնական աճը գրանցվել է գյուղատնտեսության և հանքարդյունաբերության ոլորտներում, ընդ որում՝ համաշխարհային շուկայում գունավոր մետաղների գների ցածր մակարդակի ֆոնին, նա շեշտեց, որ գյուղատնտեսության աճը դիտարկելով միայն բարենպաստ եղանակային պայմանների հետևանք անտեսվում են ներդրումները, նորանոր վերամշակող գործարանների գործարկումը, ոռոգվող հողերի տարեցտարի ավելացող քանակը:
Հարկ է նշել, որ 2015 թվականի սեպտեմբեր ամսին միջին անվանական աշխատավարձը կազմել է շուրջ 185 հազար դրամ, արդյունքում 2014 թվականի նույն ժամանակաշրջանի համեմատ աճելով 7.2 տոկոսով, երբ նույն ժամանակահատվածում գնաճը կազմել է 4.7 տոկոս: Այսպիսով, իրական՝ այսինքն գնաճի ազդեցությունից զտված աշխատավարձերը, անգամ հաշվի առնելով կենսաթոշակային հատկացումները, փոքր-ինչ աճել են, երբ մեր տարածաշրջանի բազմաթիվ պետություններում իրական աշխատավարձերը գրանցել են անկում:
