ՄԻՊ․ Ալիեւի հայտարարությունը վերաբերում է գերիների կամ այլ կերպ անազատության մեջ գտնվող անձանց փոխանակում իրականացնելուն

 

ՀՀ ՄԻՊ Արման Թաթոյանն անդրադարձել է Ադրբեջանի նախագահ Իլհամ Ալիևի այն հայտարարությանը, թե հայ զինծառայողները գերի չեն։ 
ՄԻՊ հաղորդագրության մեջ ասվում է․
"Երեկ` 2020 թվականի դեկտեմբերի 31-ին Ադրբեջանի նախագահը, խոսելով այդ երկրում գերության մեջ գտնվող հայ զինծառայողների մասին, հայտարարել է, թե նրանք ռազմագերիներ չեն: Հայտարարել է նաև, թե նրանք ձերբակալված են ու նրանց որակել է` որպես ահաբեկիչներ:
 
Որպես Հայաստանի մարդու իրավունքների պաշտպան՝ հատուկ արձանագրում եմ, որ այս և նման հայտարարությունները կոպտորեն խախտում են հետպատերազմական մարդասիրական գործընթացը և մարդու իրավունքները պաշտպանող միջազգային պահանջները: Ադրբեջանի նախագահի հայտարարությունը ուղիղ հակասում է նաև 2020 թվականի նոյեմբերի 9-ի եռակողմ հայտարարության 8-րդ կետի պահանջին, որը վերաբերում է գերիների կամ այլ կերպ անազատության մեջ գտնվող անձանց փոխանակում իրականացնելուն:
 
Ադրբեջանցի զինվորականների կողմից գերեվարված հայ զինծառայողները պետք է անհապաղ ազատ արձակվեն և վերադարձվեն Հայաստան: Դա պետք է արվի անհապաղ ու առանց որևէ նախապայման. նրանք կարգավիճակով ռազմագերիներ են:
 
Առանց այն էլ ինչպես պատերազմական գործողությունների ընթացքում, այնպես էլ դրանց դադարից հետո Ադրբեջանի իշխանություններն անընդհատ խախտել են մարդու իրավունքների միջազգային պահանջները, մարդասիրական պայմանավորվածությունները. արհեստական ձգձգվում է գերիների վերադարձը, չի հայտնվում նրանց իրական թիվը, այդ ողջ ընթացքում շարունակվել է նրանց նկատմամբ խոշտանգումն ու անմարդկային վերաբերմունքը, այդ մասին վկայող տեսանյութերի նպատակային հրապարակումը, խոչընդտվում է զոհվածների մարմինների փոխանակումը ու այլն:
 
Հայաստանի մարդու իրավունքների պաշտպանի ուսումնասիրություններն ու զեկույցները հաստատում են, որ այս ամենը նպատակ ունի հոգեկան տառապանքներ պատճառել գերիների ընտանիքներին, խաղալ հայ հասարակության էմոցիաների հետ ու լարվածություն առաջացնել մեր երկրում:
Մշտադիտարկումն ակնհայտ հաստատում է, որ ադրբեջանական իշխանությունների դեպքում անհրաժեշտ է մշտապես գործել այնպիսի կոնկրետ երաշխիքներ ունենալով, որոնք կապահովեն նրանց կողմից
մարդասիրական պայմանավորվածությունների անխափան իրականացումը, մարդու իրավունքների միջազգային պահանջների անխախտելիությունը:
 
Ուստի, հրավիրում եմ միջազգային հանրության ու հատկապես մարդու իրավունքների պաշտպանության մանդատ ունեցող միջազգային կառույցների ուշադրությունը Ադրբեջանի նախագահի նշված հայտարարությանը՝ բացառելու համար մարդասիրական գործընթացի որևէ խախտում, ապահովելու համար այդ գործընթացի խիստ համապատասխանությունը մարդու իրավունքների միջազգային պահանջներին":
