Արտակ Թովմասյանը բաց նամակով դիմել է Ռուսաստանի Դաշնության նախագահ Վլադիմիր Պուտինին:
 
«Մեծարգո՛ Վլադիմիր Վլադիմիրի,
Թույլ տվեք շնորհավորել Ձեր Ամանորն ու Սուրբ ծնունդը։ Մաղթում եմ Ձեզ, որ 2021 թվականը դառնա ծաղկունքի, բարեկեցության եւ նպատակների իրականացման տարի։
Պարո՛ն նախագահ,
նախ և առաջ հայտնում եմ Ձեզ իմ խորին հարգանքն ու հատուկ երախտագիտությունն այն ամենի համար, ինչ Դուք արել և շարունակում եք անել մեր երկրի համար: Մենք և մեր սերունդները երբեք դա չենք մոռանա։
Ադրբեջանի քաղաքական ղեկավարության տրամադրությունների և նրանց կողմից Հայաստանի ներկայիս կառավարության վրա Արցախից հայկական զորքերի դուրսբերման հարցով տարածված ճնշման ֆոնին մեր ժողովուրդը մեծ վախ ունի՝ կապված իր երկրի խաղաղության և անվտանգության հետ:
Այսօր մեր ողջ ժողովուրդը աղոթում է ինչպես Արցախում, այնպես էլ Հայաստանում խաղաղության պահպանման և ամրապնդման համար, ու Ռուսաստանի Դաշնությունը եղել է ու կլինի տարածաշրջանի անվտանգության պահպանման միակ երաշխավորը:
Հարգարժա՛ն Վլադիմիր Վլադիմիրի, Ձեր արդյունավետ քայլերը ռազմագերիների փոխանակման, մեր հերոսաբար զոհված զինվորների մարմինների տեղափոխման և Ադրբեջանին փոխանցված տարածքներում մեր հոգևոր արժեքների պահպանման ուղղությամբ թույլ կտան հայ ժողովրդին դուրս գալ այս աղետից և հաստատուն կերպով կանգնել զարգացման ուղու վրա: Եվ ես համոզված եմ՝ միայն Ռուսաստանի Դաշնության հետ միասին մենք կկարողանանք հաղթահարել մեզ համար այս դժվարագույն ժամանակահատվածը և համատեղ ջանքերով ստեղծել մեր երկրի զարգացման նոր ուղիներ` ընդհանուր ռազմավարական, գործընկերության և հոգևոր քրիստոնեական արժեքների հիման վրա:
Հարգելի՛ Վլադիմիր Վլադիմիրի, խնդրում եմ Ձեզ այս կապակցությամբ գործադրել ամեն ջանք տարածաշրջանում անվտանգության ապահովման համար, ինչը իր հերթին կկանխի Հարավային Կովկասում նոր զինված բախումները»:
