Թշնամու հսկողության տակ մնացած «Քարահունջ» ՀԷԿ-ի հատվածը քանդել են. աշխատանքները դադարեցված են

Սյունիքի մարզի Քարահունջ գյուղում գտնվող «Քարահունջ» ՀԷԿ-ն արդեն տևական ժամանակ չի աշխատում։
Դեռևս դեկտեմբերի 30-ին ադրբեջանցիները գնացել էին ՀԷԿ և աշխատողներին ասել էին, որ այլևս գործի չգնան, քանի որ ՀԷԿ-ի տարածքն անցնելու է իրենց հսկողության տակ։ Այս օրվանից էլ անվտանգությունից ելնելով՝ ՀԷԿ-ը դադարեցրել էր աշխատանքները։
168.am-ի հետ զրույցում «Քարահունջ» ՀԷԿ-ի տնօրեն Մարատ Հովհաննիսյանն ասաց, որ ՀԷԿ-ն արդեն քանդել են։
«Էլ ի՞նչ ՀԷԿ, այն այլևս չկա, քանդել ենք, այսինքն՝ թշնամու տարածքում մնացած ՀԷԿ-ի մի մասը՝ խողովակաշարը, էլեկտրագծերը, բոլորը քանդել-հանել ենք։ Եթե հնարավորություն ունենանք՝ իր նախկին տարածքից մի քիչ վերև կկառուցենք, եթե, իհարկե, այդ տարածքը մեզ տրամադրեն։ Թշնամին այդ տարածքն էլ վերցրեց իր հսկողության տակ։ Թշնամին կոնկրետ ասում է՝ այստեղից դուրս եկեք, սա մեր հողն է»,- նշեց Մարատ Հովհաննիսյանը։
Նրա խոսքով՝ ՀԷԿ-ը մինչև այսօր պահել է 15 աշխատող և պետությանը տարեկան վճարել է 100 մլն դրամի հարկ։ Այժմ աշխատակիցները զրկվել են իրենց ապրուստի միջոցից, պետությունն էլ՝ հարկերից։ Հետևաբար, տուժում են ոչ միայն գյուղը, գյուղացիները, այլև պետությունը։
«Մենք հիմա հաշվարկներ ենք անում, թե նոր ՀԷԿ կառուցելու համար որքան գումար ու ժամանակ է անհրաժեշտ, բայց ինչպես հաշվարկում ենք, մեծ ֆինանսներ անհրաժեշտ կլինի, ինչպես նաև երկար ժամանակ»,- շեշտեց «Քարահունջ» ՀԷԿ-ի տնօրենը։
Հիշեցնենք՝ նոյեմբերի 10-ին հրապարակվել էր Հայաստանի Հանրապետության վարչապետի, Ռուսաստանի Դաշնության և Ադրբեջանի նախագահների հայտարարության պաշտոնական տեքստը, որով դադարեցվում է Արցախում Ադրբեջանի սանձազերծած պատերազմը։ Պատերազմի ավարտի ու կրակի դադարեցման մասին համաձայնագրում նշված է` պատերազմող երկու կողմերը կանգնում են այն դիրքերում, որտեղ կանգնած են, Հայաստանը մինչև նոյեմբերի 15-ը Ադրբեջանին է վերադարձնում Քարվաճառը, մինչև դեկտեմբերի մեկը՝ Բերձորի շրջանը, թողնելով 5 կմ լայնությամբ միջանցք, որն ապահովելու է Հայաստանի կապը, սակայն չի շոշափելու Շուշին։ Արցախում տեղակայվելու են ռուս խաղաղապահներ։ Այնուհետև ՌԴ-ի միջնորդությամբ Քարվաճառի հանձնումը երկարաձգվեց 10 օրով՝ մինչև նոյեմբերի 25-ը։ Նոյեմբերի 25-ին՝ Քարվաճառն ազատագրող Մոնթե Մելքոնյանի ծննդյան օրը, այնտեղից դուրս բերվեցին հայկական զորքերը։
Եռակողմ համաձայնագրի արդյունքում նաև՝ տարածաշրջանում բոլոր տնտեսական և տրանսպորտային կապերն ապաշրջափակվում են: Հայաստանի Հանրապետությունը երաշխավորում է տրանսպորտային կապերի անվտանգությունը Ադրբեջանի Հանրապետության արևմտյան շրջանների և Նախիջևանի Ինքնավար Հանրապետության միջև` երկու ուղղություններով քաղաքացիների, տրանսպորտային միջոցների և ապրանքների անխոչընդոտ տեղաշարժը կազմակերպելու համար։ Նաև՝ տեղի է ունենում ռազմագերիների, պատանդների և պահվող այլ անձանց ու մահացածների մարմինների փոխանակում: Ներքին տեղահանված անձինք և փախստականները ՄԱԿ-ի փախստականների հարցերով գերագույն հանձնակատարի գրասենյակի վերահսկողության ներքո վերադառնում են Լեռնային Ղարաբաղի տարածք և հարակից տարածքներ:
