Արայիկ Հարությունյանն ընդլայնված խորհրդակցություն է հրավիրել սոցիալական ու բնակարանային ծրագրերի շուրջ: Այս մասին տեղեկանում ենք ԱՀ նախագահի աշխատակազմի տարածած հաղորդագրությունից։

Հաղորդագրության մեջ, մասնավորապես, ասվում է․

«Արցախի Հանրապետության նախագահ Արայիկ Հարությունյանը հունվարի 7-ին աշխատանքային ընդլայնված խորհրդակցություն է հրավիրել՝ բնակչության սոցիալական ու բնակարանային խնդիրների կարգավորման ծրագրերի շուրջ՝ ԱՀ պետական լիազոր մարմինների ղեկավարների ու ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Մեսրոպ Առաքելյանի մասնակցությամբ:

Քննարկվել են ինչպես տեղահանված, այնպես էլ Արցախ վերադարձած քաղաքացիների խնդիրներին համապարփակ լուծումներ տալու մոտեցումները: Մասնավորապես, առաջարկվել է շարունակել բնակչության յուրաքանչյուր անդամի (բացի արական սեռի՝ 18-58 տարեկան) 68,000-ական դրամի աջակցության տրամադրումը մի քանի ամիս շարունակ: Ըստ առաջարկի՝ վերապահումներ են լինելու միայն այն բնակիչների համար, որոնց բնակարանների և բնակավայրերի հետ կապված անվտանգային խնդիրներ չեն առաջացել, բայց շարունակում են մնալ ՀՀ տարբեր համայնքներում: Սոցիալական աջակցության նշված ծրագրի առաջարկը պետք է վերջնականացվի ու հաստատվի ՀՀ կառավարության կողմից:

Երկրի ղեկավարի կողմից բարձրացված հիմնական խնդիրը, սակայն, բնակարանային ապահովման հարցն էր: Նախագահ Հարությունյանի խոսքով՝ առաջնահերթորեն պետք է ավարտել շրջաններում առկա ազատ բնակֆոնդի գույքագրումը, և այդ առումով նա հանձնարարել է վարչակազմերի ղեկավարներին առաջիկա օրերին վերջնականացնել ցանկերը և ներկայացնել պետական լիազոր մարմիններ: Նախագահն ընդգծել է, որ բացի վերանորոգումից, այդ բնակարանները կկահավորվեն անհրաժեշտ նվազագույն գույքով ու տեխնիկայով, իսկ դրանցում տեղավորված ընտանիքներին կտրվեն տնտեսական գործունեության համար միջոցներ:

Պետական, բարեգործական և աջակցության այլ ծրագրերով տարվա ընթացքում համայնքներում նաև կտեղադրվեն արագ կառուցվող տներ, որոնք կունենան կենսական նշանակության բոլոր պայմանները:

Նախագահն ընդգծել է, որ շնորհիվ կառավարության գործուն ջանքերի՝ կարճ ժամանակահատվածում հաջողվել է վերականգնել Հանրապետության ենթակառուցվածքների գերակշիռ մասը, որոնց մեծ մասն ամբողջությամբ ավերվել էր թշնամու հրթիռահրետակոծության հետևանքով: Նախատեսվում է նաև միջգյուղական ճանապարհների ասֆալտապատման, ոռոգովի հողատարածքների քանակի ավելացման և գյուղատնտեսական աշխատանքների խրախուսման մեծածավալ ծրագրերի իրականացում»։
