Մոտ օրերս կլինեն «կարանտինի իրավական ռեժիմի» թուլացումներ․ ԱՆ նախարար

Առողջապահության նախարար Արսեն Թորոսյանը «Հայաստանի Հանրապետությունում 2020 թվականի սեպտեմբերի 11-ից ԳՈՐԾՈՂ «կարանտինային ռեժիմի» մասին» ֆեյսբուքյան իր էջում հայտարարությամբ է հանդես եկել․
«Հարգելի հայրենակիցներ, հարգելի տնտեսվարողներ,
Առաջին հերթին ուզում եմ հիշեցնել, որ մեր երկրում «կարանտինային ռեժիմը» գործում է դեռ 2020 թվականի սեպտեմբերի 11-ից, որը հաջորդել է մինչ այդ գործող «արտակարգ դրության ռեժիմին»: Այդ իրավական ռեժիմի շնորհով է, որ հնարավոր է եղել մինչ օրս կիրառել բազմաթիվ հակահամաճարակային կանոններ, որոնք էլ ապահովում են համաճարակային վիճակի հարաբերականորեն կառավարելի վիճակը երկրում:
Անդրադառնալով «կարանտինային ռեժիմը չերկարացնելու» կոչերին, այն համատեքստում, որ այդ իրավական ռեժիմն է պատճառը բազմաթիվ տնտեսական դժվարությունների, ուզում եմ հարց տալ բազմաթիվ նման պնդում անողներին.
- Կարանտինի իրավական ռեժիմն է արդյո՞ք տնտեսական դժվարությունների պատճառը, թե կորոնավիրուսային համաճարակը, որի դեմ կոչված են պայքարել «կարանտինի իրավական ռեժիմի» շրջանակներում գործող կանոնները:
Պատասխանը, շատ փոքր բացառություններով հետևյալն է.
- Տնտեսական դժվարությունների պատճառը համաճարակն է, որը հանգեցրել է բազմաթիվ խոչընդոտների տրանսազգային բեռնա և ուղևորափոխադրումների հարցում, զբոսաշրջության հարցում, բազմաթիվ երկրներում տարբեր հումքային արտադրությունների սահմանափակումների պատճառով այլ երկրներում նույնպես արտադրությունների սահմանափակումների և այլն: Եվ ամբողջ աշխարհում գործող հակահամաճարակային միջոցառումներն են, որ պայքարելով համաճարակի դեմ, բերելու են ՏՆՏԵՍՈՒԹՅՈՒՆՆԵՐԻ ԱԿՏԻՎԱՑՄԱՆ և ոչ թե` հակառակը:
Հետևաբար, կոչ եմ անում օրակարգերը չձևախեղել և ջանք թափել իրական պատճառների դեմ պայքարի վրա: Պարզապես անթույլատրելի է պատճառ-հետևանքային կապերի կամա թե ակամա ձևափոխումը: ԿԱՐԱՆՏԻՆԻ իրավական ռեժիմը ՉԷ տնտեսական դժվարությունների ՊԱՏՃԱՌԸ. այն պատճառի դեմ պայքարի գործիքն է:
Իսկ որոշ բացառությունների գծով կառավարությունը դեռ 2020 թվականի գարնանից գնացել է թուլացումների և հիմա էլ «կարանտինի իրավական ռեժիմը» երկարաձգելիս կրկին կլինեն թուլացումներ, որոնց մասին ձեզ կտեղեկացնենք մոտ օրերս:
Հատուկ ուզում եմ անդրադառնալ տարբեր երկրների կողմից Հայաստանից ուղևորներ չընդունելու կամ Հայաստանը զբոսաշրջության համար ոչ անվտանգ երկիր համարելու հանգամանքին: Դա ԿՐԿԻՆ ՊԱՅՄԱՆԱՎՈՐՎԱԾ ՉԷ «կարանտինի իրավական ռեժիմով», ինչպես ժամանակին պայմանավորված չէր «արտակարգ դրության ռեժիմով»: Այդ հարցը կապված է համաճարակային իրավիճակի հետ, երբ մեր երկրում օրական դեռ արձանագրվում է կովիդի մոտ 300 նոր դրական դեպք: Այստեղ կրկին, պետք է տարբերակել պատճառը հետևանքից:
Ամփոփելով, ուզում եմ բոլորիդ առողջություն մաղթել և կրկին կոչ անել` պահպանել բոլոր հակահամաճարակային կանոնները»,- գրել է ԱՆ նախարարը։
