«Փաստ» օրաթերթը գրում է
sevastopol.su-ն «Անդրկովկասյան կարկանդակը. ո՞վ և ինչո՞ ւշահեց Լեռնային Ղարաբաղի հարցով բանակցություններում» վերնագրով հոդվածում գրում է, որ Մոսկվայում կայացել են բանակցություններ Լեռնային Ղարաբաղի հարցով։ Իհարկե, դրանք վերջակետ չեն դրել հիմնական հարցին, և ի սկզբանե դա իրական չի էլ եղել, քանի որ ներկայիս առաջացած իրավիճակը ձեռնտու չէ ոչ մեկին։ Այնուամենայնիվ, որոշ խումբ հարցեր ու շահեր որոշվել են։ Ըստ էության, Մոսկվայում սկսվել է Անդրկովկասի հետպատերազմյան կարկանդակի բաժանումը։ Իսկ ի՞նչ են ստացել դրա մասնակիցները։ Ամենից շատ մոսկովյան բանակցություններում շահել է կազմակերպիչ Ռուսաստանը: Դա արտացոլվել է հանդիպման ավարտին ընդունված հայտարարության կառուցվածքի մեջ: Եվ դա վերաբերում է ոչ թե պատերազմի արդյունքներին, այլ տրանսպորտային ենթակառուցվածքներին:
Նախ՝ Ռուսաստանը ստեղծված հատուկ հանձնաժողովի միջոցով վերահսկողություն է հաստատելու տարածաշրջանում առևտրային կապերի հաստատման վրա: Հայաստանի և Ադրբեջանի երկաթուղիների միացյալ լոգիստիկ կառույցի միջոցով Ռուսաստանը հնարավորություն է ստանում ապաարգելափակել անդրկովկասյան տրանսպորտային հանգույցները, որոնք փաստացի չեն գործել երեսուն տարի: Բացի այդ, Ռուսաստանը հնարավորություն է ստացել Թուրքիայի և Իրանի միջով ուղիղ տրանսպորտային միջանցք ստեղծել դեպի Հնդկաստան, իսկ այնտեղից էլ՝ Հարավարևել յան Ասիա և Հնդկաչին: Հանդիպումից հետո Ադրբեջանն, ըստ էության, օրինականացրել է իր նոր տարածաշրջանային կարգավիճակը, որը վիճարկելը ներկայումս ավելի դժվար կլինի, քանի որ դրա տակ արդեն ստորագրված համաձայնագրեր կան: Երկրորդ հերթին նա ստացել է հսկայական տնտեսական շահույթ հենց տրանսպորտային հանգույցների ստեղծման տեսքով:
Իսկ ի՞նչ է ստացել Հայաստանը: Պատասխանը չափազանց կոպիտ, սառը և ցինիկ է. նա ոչինչ չի ստացել: Խոսքը դեպի Ռուսաստան ուղիղ մուտքի մասին է, ինչը հնարավորություն է տալիս մի փոքր տնտեսապես շնչել: Սակայն նոր առևտրային ուղիներում դա երկրորդական է, ինչը կապված է ինչպես նոր քաղաքական կարգավիճակի, այնպես էլ տարածքային կորուստների հետ: Եվ հաստատ պարոն Փաշինյանը չէ, որ պետք է պահանջեր ինչ-որ բան: Այս պահին Հայաստանի համար հիմնական արդյունքը պետականության պահպանումն ու պաշտպանության երաշխիքն է: Եվ միայն դրա առկայությամբ Հայաստանը կարող է անգամ տեսականորեն ակնկալել հնարավորությունների նոր պատուհան, որից առայժմ աներևակայելիորեն հեռու է:
