Արտակարգ դրության ժամանակ դադարեցված գանձման աշխատանքները ՊԵԿ-ը կվերսկսի մարտի 20-ից

Պետական եկամուտների կոմիտեն, համավարակի տարածմամբ պայմանավորված՝ դեռևս 2020թ․ ապրիլին հայտարարել էր, որ ընդառաջելով հարկ վճարողներին, արտակարգ դրության ժամանակ և դրանից հետո անորոշ ժամկետով չի իրականացնելու մինչև 1,5 միլիոն դրամ պարտավորությունների գանձման իր հայեցողական լիազորությունը, քանի որ այդ շրջանում արգելվել էր մի շարք տնտեսական գործունեության տեսակների իրականացումը: Տեղեկացվել էր նաև, որ հանրապետությունում հայտարարված արտակարգ դրության ավարտից հետո մինչև 1,5 միլիոն դրամ պարտավորությունների գանձման վերաբերյալ փոփոխության մասին կներկայացվի լրացուցիչ տեղեկատվություն։ Այս մասին հայտնում են ՊԵԿ տեղեկատվության և հասարակայնության հետ կապերի բաժնից։

2020թ. սեպտեմբերի 11-ից ավարտվել է Հայաստանի  Հանրապետությունում  հայտարարված արտակարգ դրության ժամկետը։ Արտակարգ դրության ընթացքում մաս-մաս, իսկ դրա ավարտից հետո՝ ամբողջությամբ, վերացել են տնտեսական գործունեությունների իրականացման սահմանափակումները։ Չնայած դրան՝ Պետական եկամուտների կոմիտեն, հավատարիմ մնալով խոստմանը, 2020թ․ ապրիլի 27-ից ի վեր չի ձեռնարկել 1,5 միլիոն դրամը չգերազանցող հարկային պարտավորությունների հարկադիր գանձման միջոցներ։ Այսինքն, չեն կայացվել այդ պարտավորությունների վերաբերյալ գանձման որոշումներ և չեն ներկայացվել հարկադիր կատարման ծառայություն, որի պարագայում պետք է արգելադրվեին հարկ վճարողների դրամական միջոցները և գույքը, որից հետո միջոցներ ձեռնարկվեին դրանց վրա բռնագաձում տարածելու համար։

Ներկայումս առկա են տարբեր ժամանակաշրջաններում առաջացած՝  1,5 միլիոն դրամը չգերազանցող շուրջ 44․000 պարտավորություններ։ Դրանք վերաբերվում են շուրջ 27․400 հարկ վճարողների, այդ պարտավորությունների ընդհանուր գումարը կազմում է շուրջ 4,9 մլրդ․ դրամ։

Նկատի ունենալով, որ բազմաթիվ հարկ վճարողներ, օգտվելով ընձեռված հնարավորությունից, կամովին չեն կատարում իրենց պարտավորությունները և հաշվի առնելով հարկային պարտավորությունների հավաքագրման կարևորագույն հանրային նշանակությունը, Պետական եկամուտների կոմիտեն տեղեկացնում է, որ 2021թ. մարտի 20-ից վերսկսվելու են մինչև 1.5 միլիոն դրամ պարտավորությունների գանձման աշխատանքները: Մասնավորապես՝ չվճարված  պարտավորությունների առկայության դեպքում,  եթե այդ պարտավորությունների չափը կգերազանցի 200 հազար դրամը կամ այն չգերազանցելու դեպքում դրանց առաջացման օրվանից հետո անցած կլինի երկու ամսից ավելի,  ՊԵԿ-ի կողմից կհարուցվեն չվճարված  պարտավորությունների գանձման վարչական վարույթներ, կկայացվեն համապատասխան որոշումներ և դրանց հարկադիր կատարման ուղղությամբ կիրականացվեն օրենքով սահմանված համապատասխան գործողություններ:

Ինչ վերաբերում է 1.5 միլիոն դրամից ավելի պարտավորություններին, ապա,  ինչպես արտակարգ դրության ժամանակահատվածում, այնպես էլ դրանից հետո՝ ՊԵԿ-ը նրանց նկատմամբ իրականացրել և իրականացնում է օրենքով նախատեսված  գործողությունները:
