«Երրորդ օրն է՝ Երևանում տեղացած առատ ձյան պատճառով մայրաքաղաքում կյանքը գրեթե կաթվածահար է եղել, ամեն օր տեղի են ունենում հարյուրավոր ավտովթարներ, փողոցներն ու մայթերը պատված են սառույցով, անգամ ԱԺ «Իմ քայլը» խմբակցության պատգամավորները չեն կարողանում կատարել իրենց քայլն ու ժամանակին հասնել աշխատանքի։ Երևանում տեղացած ձյան հետ կապված՝ Երևանի քաղաքապետարանը գրեթե ոչինչ չի արել։ Այսինքն՝ Երևանում իշխանություն՝ որպես այդպիսին, ուղղակի գոյություն չունի։ Եվ խնդիրը ոչ միայն, իսկ գուցե ոչ այնքան՝ Երևանի քաղաքապետի անեկդոտիկ կերպարն է, խնդիրն իրականում շատ ավելի խորն է, պարզապես մայրաքաղաքում արձանագրված տեղումների պատճառով ավելի արտահայտիչ է դարձել։

Իրականությունն այն է, որ Հայաստանում պետություն՝ որպես ինստիտուցիա, այլևս գոյություն չունի։ Այն գոյություն չուներ նաև անցած երկուսուկես տարիներին, պարզապես նոյեմբերի 9-ին ստորագրված կապիտուլյացիայից հետո պետության վախճանն արձանագրվել է նաև դե ֆակտո։ Երևանում ձյունից չմաքրվող փողոցը նույն երևույթի արտահայտությունն է՝ ինչ Շուռնուխում ադրբեջանական զինվորներին դեմ հանդիման համայնքապետին թողնելու իրողությունը կամ զոհվածների ու անհետ կորածների մարմինների որոնողական աշխատանքներում հարազատների ընդգրկումը։ Նշված և չնշված բազմաթիվ օրինակները նույն երևույթի՝ պետության չգոյության արտահայտություններ են։

Անցած երկուսուկես տարիներին որևէ առարկայական հաջողություն չարձանագրած Նիկոլ Փաշինյանը կատարելության է հասել պետությունը ոչնչացնելու հարցում։ Ամեն ինչ ու ամենքին ասֆալտին փռելու մոլուցքով տարված այս մարդը, գիտակցաբար կամ ոչ, իրականում ասֆալտին է փռել պետությունը՝ բառի և՛ ուղիղ, և՛ փոխաբերական իմաստներով։

Դա չի արվել մեկ օրում և մեկ գործողությամբ, պետությունը քանդելու գործընթացը կրել է հետևողական ու մեթոդական բնույթ և ընդգրկել է նաև այնպիսի քայլեր, ինչպես, օրինակ՝ նույն Հայկ Մարությանին Երևանի քաղաքապետ կարգելը։

Ահա այդպիսի հակաբնական ու հակաբանական քայլերով պետությունն աստիճանաբար փռվեց այն ասֆալտին, որը, ճակատագրի հեգնանքով, իսկ գուցե՝ արդարաբար, այսօր չի մաքրում Հայկ Մարությանը։ Իրականում մայրաքաղաքի փողոցները սառույցից մաքրելու համար ու դրանից առաջ անհրաժեշտ է «ասֆալտից պոկել» պետությունն ու այն ազատագրել ասֆալտարարի հոգեբանությամբ ղեկավարներից։ Սառույցն այսօր կամ մեկ ամիս անց հալվելու է, իսկ այդ նույն ասֆալտին հավասարեցված պետությունը փոշիանալու է նույն իշխանության փռած քարոզչական ասֆալտի քայքայման հետ։ Պետության փոշիացման տեմպը, ի դեպ, արդեն կախված է ոչ թե ասֆալտի, այլ հասարակության որակից՝ պետությանը վերածնվելու շանս տալու կամ պետության վրայով վերջնականորեն քայլելու երկընտրանքում կատարելիք ընտրությունից»,-գրում է թերթը:
