ՊՆ-ն նախատեսում է բարձրացնել համավարակի ժամանակ աշխատող բուժծառայողների հավելավճարները

Պաշտպանության նախարարությունը նախատեսում է սահմանել համավարակների ժամանակ բժշկական օգնության և սպասարկման կազմակերպման ու իրականացման համար ՀՀ ԶՈՒ բուժծառայողների և բուժաշխատողների հավելումների չափը: ՊՆ-ի կողմից հրապարկված նախագծի հիմնավորման նշված է, որ համավարակների և համաճարակների ժամանակ բուժկանխարգելիչ, տնտեսական, ինժեներատեխնիկական աշխատանքներին ներգրավված անձնակազմը խիստ ռիսկային պայմաններում իրականացնում է բուժկանխարգելիչ և տարաբնույթ ապահովման (սննդի կազմակերպում, հիվանդների սպիտակեղենի և արտահագուստի լվացում, հիվանդասենյակների սպասարկում, կենսաբանական ակտիվ թափոնների հեռացում և այլն) գործառույթներ՝ անմիջական շփման մեջ գտնվելով մեծ թվով վարակակիրների հետ:

 

«Միջազգային փորձի ուսումնասիրության արդյունքներով այդ պայմաններում աշխատանքը դիտարկվում է որպես բարձր ռիսկային և վարձատրվում հանրային ծառայության մյուս ոլորտներից ավելի բարձր չափով:

Խիստ կարևորելով ՀՀ ԶՈՒ բուժծառայողների, ինչպես նաև բուժկանխարգելման աշխատանքներին աջակցող անձնակազմի սոցիալական ապահովության հիմնախնդիրները՝ անհրաժեշտություն է առաջացել վերանայել վարձատրության քաղաքականությունը և դրա լուծմամբ բարձրացնել ռազմաբժշկական ծառայության գրավչությունը՝ այդ կերպ երաշխավորելով թափուր հաստիքների համալրումը և որակյալ կադրերի ներգրավումը:

Այս կերպ հնարավոր է համավարակների և համաճարակների ժամանակ էականորեն բարձրացնել ՀՀ ԶՈՒ բուժծառայողների վարձատրությունը և բուժկանխարգելիչ աշխատանքներին ներգրավել որակյալ կադրեր, մինչդեռ ցածր վարձատրությամբ և թափուր հաստիքներով պայմանավորված մյուս բուժծառայողների ծանրաբեռնվածության ավելացումն ուղղակի կամ անուղղակի կերպով բերում է մոտիվացիայի անկման»,- նշված է նախագծի հիմնավորման մեջ:

Նկատի ունենալով, որ ՀՀ ԶՈՒ ռազմաբժշկական ծառայությունը ներգրավված է նոր կորոնավիրուսային (Covid-19) հիվանդության համավարակի բուժկանխարգելիչ գործընթացում, նպատակահարմար է համարվում ՀՀ ԶՈՒ բուժծառայողներին և բուժաշխատողներին վճարվող ամենամսյա հավելումների չափերը բարձրացնել՝ համապատասխանեցնելով ՀՀ առողջապահական համակարգի այլ բուժաշխատողների վարձատրության չափերի:
