«Չնայած Նիկոլ Փաշինյանը 44 օր տևած Արցախյան պատերազմից հետո հաճախ կադրային փոփոխություններ է իրականացնում, սակայն դրանք ավելի շուտ տեղափոխություններ են հիշեցնում, քանի որ նախկին կադրերը պարզապես նոր աշխատանք են ստանում, կամ մի պաշտոնյան պարզապես գերատեսչություն է փոխում:
Վառ օրինակը ՀՀ առողջապահության նախկին նախարար Արսեն Թորոսյանին կառավարության աշխատակազմի ղեկավար նշանակելն էր, իսկ վերջինիս փոխարեն էլ այդ պաշտոնին նշանակվեց փոխնախարար Անահիտ Ավանեսյանը: Այսինքն՝ Նիկոլ Փաշինյանը ոչ թե ազատվում է անհաջողակ կադրերից, այլ, հակառակը, նրանց նոր պաշտոնների է նշանակում, նույնն էր նաև Արայիկ Հարությունյանի պարագայում: Վերջինս, հանրային ճնշման ներքո ազատվելով ՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարարի պաշտոնից, նշանակվեց ՀՀ վարչապետի գլխավոր խորհրդական:
Իսկ երեկ արդեն կառավարության նիստում Հովհաննես Հարությունյանը նշանակվեց Շիրակի մարզպետ՝ փոխարինելով Տիգրան Պետրոսյանին: Նորանշանակ մարզպետն այնքան էլ նորեկ չէ, և նրա հետ բավականին ուշագրավ պատմություններ են առկա: Նախ նշենք, որ Հարությունյանը առողջապահության փոխնախարար է եղել՝ աշխատելով հենց Թորոսյանի հետ:
«Ժողովուրդ» օրաթերթը դեռ 2019 թվականի հոկտեմբերի 16-ին էր գրել Հարությունյանի՝ փոխնախարարի պաշտոնից ազատվելու պատճառների մասին: Նախ՝ պաշտոնից ազատվելուց օրեր առաջ վերջինս խորհրդարանում բախումներ ունեցավ ԱԺ նախագահ Արարատ Միրզոյանի հետ, վերջինս ասել էր․ «Կառաջարկեի այսուհետ քիչ կարծել Ազգային ժողովին իր տեղը ցույց տալ կամ աշխատանք սովորեցնել, թող գործադիրն իր աշխատանքն անի, իսկ Ազգային ժողովը կպատկերպցնի՝ ոնց ինքը աշխատի»: Սակայն սա էլ միակ պատճառը չէր կարող լինել նրա հայրն Ազգային անվտանգության ծառայությունում «Հայաստան» համահայկական հիմնադրամի շուրջ ծավալված գործողությունների արդյունքում հայտնվել է իրավապահնե|փ տեսադաշտում, և հենց դրա համար են փոխնախարարին հեռացրել աշխատանքից։
Եվ, ահա. այս դեպքերից մեկ տարի անց Հովհաննես Հարությունյանը կրկին նոր պաշտոնի է նշանակվում։ Իսկ այս տեղափոխությունները և նույն մարդկանց կրկին պաշտոններ տալը կարող է նշանակել երկու բան՝ կա՛մ իշխանությունների մոտ կադրային խնդիր է, կա՛մ քչերն են նամաձայնում աշխատել իշխանությունների հետ, և նրանք ստիպված զբաղվում են կադրային տեղաշարժերով՝ տպավորություն ստեղծելով, թե փոփոխություն են անում»,-գրում է թերթը:
