«Հրապարակ» թերթը գրում է.

Նիկոլ Փաշինյանը մտադիր է վերականգնել ներքին գործերի նախարարությունը։ Ըստ նախագծի, ոստիկանությունը, որպես առանձին կառույց, կլինի վարչապետին կից, իսկ ՆԳՆ-ն կլինի կառավարության կազմում։ Նախարարությանը կենթարկվեն ՀՀ ոստիկանությունը, նոր ստեղծվելիք ՆԳՆ քննչական դեպարտամենտը, Միգրացիայի եւ քաղաքացիության ծառայությունը եւ «ՀՀ ոստիկանության կրթահամալիր» ՊՈԱԿ-ը։ Ենթակա մարմինների ղեկավարներին, բացառությամբ ոստիկանության, նշանակելու եւ ազատելու է վարչապետը՝ ՆԳ նախարարի առաջարկությամբ։ Ոստիկանապետին եւ նրա տեղակալներին, ոստիկանության զորքերի հրամանատարին նշանակելու եւ ազատելու է հանրապետության նախագահը՝ վարչապետի առաջարկությամբ, որին նախորդելու է ՆԳ նախարարի միջնորդությունը։ «․․․Ոստիկանության պետը շարունակելու է իրականացնել ոստիկանության ամենօրյա անմիջական ղեկավարումը, իսկ ՆԳ նախարարը պատասխանատու է լինելու ոլորտի քաղաքականության մշակման եւ իրականացման համար, կադրային նշանակումներ է կատարելու ոստիկանության գլխավոր խմբի պաշտոններում»,- նշված է նախագծում։

Բանն այն է, որ ՆԳ նախարար կարող է նշանակվել քաղաքացիական անձ, որի համար պարտադիր չի լինի համակարգում աշխատանքի ստաժը՝ նրան կարող են նշանակել թիմից, ասենք՝ նույն Նավակ Ճոճողին։ Հիշեցնենք, որ դեռ 2019-ին էին փորձում ԱԱԾ եւ ոստիկանապետի պաշտոնները քաղաքականացնել, սակայն աղմուկ բարձրացավ, որ անթույլատրելի է անփորձ մարդկանց պատասխանատու ոլորտները վստահելը, եւ նախագիծը մնաց թղթի վրա։ Հիմա, երբ իշխանության պահպանման միակ ճանապարհն ուժայիններն են, որոշել են կյանքի կոչել։ Ի դեպ, երեկ Արցախի խորհրդարանն օրենք է ընդունել, որով Արտակարգ իրավիճակների ծառայությունն ու ոստիկանությունը միավորվում են ներքին գործերի նախարարության մեջ։
