Արևածաղկի ձեթի մանրածախ գնի բարձրացման պատճառները

ՀՀ տնտեսական մրցակցության պաշտպանության պետական հանձնաժողովն արձանագրել է, որ 2020 թվականի դեկտեմբերի 1-ից մինչև 2021 թվականի հունվարի 11-ն ընկած ժամանակահատվածում որոշ խոշոր առևտրային ցանցերին պատկանող առևտրի օբյեկտներում տեղի է ունեցել արևածաղկի ձեթի իրացման մանրածախ գնի բարձրացում։ Իրականացված ուսումնասիրության արդյունքում արձանագրել է հետևյալը.

ՀՀ տարածք արևածաղկի ձեթ ներմուծվել է առավելապես Ռուսաստանի Դաշնությունից՝ շուրջ 96%,

 

ՌԴ-ից ՀՀ ներմուծվող արևածաղկի 1 լիտր ձեթի ներմուծման միջին գները բարձրացել են 6-16%-ով՝ կախված ներմուծման խմբաքանակից,

ՀՀ տնտեսվարողները ՌԴ-ից արևածաղկի ձեթի ձեռքբերման դիմաց վճարումներն իրականացնում են ԱՄՆ դոլարով և ՌԴ ռուբլով, իսկ վերջին ժամանակահատվածում տեղի է ունեցել ՀՀ դրամի արժեզրկում վերոնշյալ արժույթների նկատմամբ շուրջ 4 %-ով,

2020 թվականի ընթացքում Ռուսաստանի Դաշնությունում COVID-19-ի պատճառով կրճատված պաշարների համալրումը, արևածաղկի բերքի նվազեցումը, արտահանվող արևածաղկի պահանջարկի կտրուկ բարձրացումը (նախորդ տարվա համեմատությամբ շուրջ 4 անգամ), ռուբլու կուրսի արժեզրկումը հանգեցրել են այդ երկրում ձեթի գնի բարձրացման՝ շուրջ 26%-ով,

Ռուսաստանի Դաշնությունում արևածաղկի ձեթի շուկայում առավել մեծ մասնաբաժին (շուրջ 9%) ունեցող տնտեսվարող սուբյեկտը («Эфко» ընկերությունը) 2020 թվականի դեկտեմբեր ամսվա ընթացքում իր կողմից արտադրվող ձեթերի («Слобода», «Altero» ապրանքանիշեր) իրացման գները բարձրացրել է շուրջ 48 %-ով։

Վերը թվարկված գործոններն իրենց ազդեցությունն են ունեցել ձեթի շրջանառության պայմանների և գների վրա, ինչի արդյունքում 2020 թվականի դեկտեմբերի 1-ի համեմատությամբ (830-845 դրամ) արևածաղկի 1 լիտր ձեթի միջին մանրածախ գինը 2021 թվականի հունվարի 11-ին բարձրացել է միջինում 14%-ով (950-960 դրամ), իսկ այդ թանկացման համաչափությունը հստակ գնահատելու համար անհրաժեշտ է իրականացնել առավել համապարփակ և երկարաժամկետ ուսումնասիրություն։

Հարկ է նշել, որ 2020 թվականի ընթացքում Ռուսաստանի Դաշնությունում արևածաղկի ձեթի գների էական բարձրացումների հետևանքով խոշոր առևտրային ցանցերը և արտադրողները կնքել են համաձայնագրեր, որոնց համաձայն 2021 թվականի առաջին եռամսյակի ընթացքում 1 լիտր արևածաղկի ձեթի մեծածախ առավելագույն գին է սահմանվել 95 ռուբլին, իսկ մանրածախ գին՝ 110 ռուբլին:
