«Ժողովուրդ» օրաթերթը գրում է. 

Հետպատերազմական Հայաստանում, որտեղ յուրաքանչյուր ընտանիք մտածում է՝ իր ապագան շարունակի կառուցել Հայաստանո՞ւմ, թե՞ կարանտինային ռեժիմից հետո լքի երկիրը, ՀՀ իշխանությունները ամեն քայլ անում են, որպեսզի Հայաստանը հայերի ապրելու համար դառնա ոչ գրավիչ:

Օրենքներով անընդհատ անհեթեթ խստացումները ի վերջո բերելու են Հայաստանի դատարկման ու հետաքրքիր է՝ դա ում է ձեռնտու: Հիմա կոնկրետ օրինակով բացատրենք. ՀՀ Կառավարությունը հանդես է եկել հերթական օրենսդրական նախաձեռնությամբ, որն ուղղված է լրատվամիջոցների դեմ եւ կրկին փորձ է արվում սահմանափակել լրատվամիջոցներով հեռարձակվող գովազդները:

Մասնավորապես, ՀՀ Ֆինանսների նախարարության երկնած նախագծով կառավարությունն առաջարկում է լրատվական կայքերի միջոցով իրականացվող վիճակախաղերի գովազդների նկատմամբ 20% կայքէջի ծավալային նոր ընդունված սահմանափակման փոխարեն կիրառել ժամային՝ առավել անհարմար եւ անհնարին սահմանումը՝ նախատեսելով, որ լրատվական կայքերի միջոցով վիճակախաղերի գովազդները կարող են իրականացվել 22:00-ից մինչեւ 07:00-ն ընկած ժամանակահատվածում:

Միեւնույն ժամանակ խախտում արած լրատվական կայքերի նկատմամբ կկիրառվի տուգանք՝ նվազագույն աշխատավարձի մինչեւ 100-ապատիկի չափով: Ընդ որում, այս նախագիծը ներկայացնելիս Կառավարությունը չի խորհրդակցել դաշտում գործող ԶԼՄ-ների հետ ու չի հետաքրքրվել՝ հնարավո՞ր է տեխնիկապես գովազդը ժամով տեղադրել:

Այն միայն դրվել է հանրային քննարկման եւ ստացել չորս կողմ ձայներ։ Սակայն սա իսկական գլխացավանք է դառնալու կայքերի համար, եթե չասենք անհնարին կլինի օրենքի պահանջի կատարումը:

Կայքերի աշխատանքը հեռուստատեսային հեռարձակումից էապես տարբերվում է, եւ ժամով գովազդ դնելը ուղղակի անհնար է: Իսկ իրականում ինչ նպատակ է հետապնդում պատերազմում պարտված Կառավարությունը. գովազդներից զրկել լրատվամիջոցներին:

Ընդ որում, այդ նպատակը նրանք հետապնդում են իշխանության գալու հենց առաջին օրվանից, եւ, որպես օրինակ, բավական է հիշել Իմ քայլը խմբակցության պատգամավոր Հրաչյա Հակոբյանի նախագծերը, այժմ էլ այդ գիծը ՊԵԿ-ն ու Ֆինանսների նախարարությունն են շարունակում:

Գաղտնիք չէ, որ լրատվամիջոցները ֆինանսավորվում են հենց գովազդների միջոցով, եւ խոսքը նաեւ վիճակախաղերի գովազդին է վերաբերում: Եվ ստացվում է՝ վիճակախաղերը մեր երկրում գոյություն ունեն, գոծում են, իսկ դրանց գովազդը հենց կայքերով պետք է սահմանափակվի: Ընդգծում ենք, որ կայքերում դրանց սահմանափակումը չի բերելու ինտերնետ տիրույթում գովազդի սահմանափակման կամ բացառման, քանի որ համացանցը հնարավորություն է տալիս առանց սահմանափակման ցանկացած սոցցանցում տեղադրել գովազդ եւ ստանալ դրա արդյունավետությունը:

Այսինքն՝ վիճակախաղերի կազմակերպիչները, այսպես, թե այնպես, իրենց գումարը կստանան, խաղամոլությունը, այսպես, թե այնպես, կզարգանա մեր երկրում, սակայն լրատվամիջոցները կկրեն ֆինանսական լուրջ կորուստներ, որոշները կփակվեն, եւ այդպես ՀՀ գործող Կառավարությունը կհասնի իր իրական նպատակին: Ու սա արվում է օպերատիվ կերպով՝ առանց ԶԼՄ-ների հետ քննարկելու, մինչդեռ Կառավարությունն այսօր մեկ նպատակ պետք է հետապնդի. վերացնել կորոնավիրուսի համավարակի եւ Արցախյան 44-օրյա պատերազմի հետեւանքները:

Բայց այս կարեւոր գործը թողած՝ Կառավարությունը ջանքեր է գործադրում ԶԼՄ-ները փակելու ուղղությամբ:
