ԵՊՀ ռեկտորատի նիստում Կրթության, գիտության, մշակույթի և սպորտի նախարար Վահրամ Դումանյանն անդրադարձել է 2020 թվականի սեպտեմբերի 27-ից նոյեմբերի 9-ը տեղի ունեցած պատերազմական գործողությունների մասնակիցների համար պետության սահմանած ուսման վարձավճարի փոխհատուցման ծրագրին:

Հաշվի առնելով այն հանգամանքը, որ Կառավարության աջակցության ծրագրով փոխհատուցվում է միայն 2020-21 ուստարվա առաջին կիսամյակի վարձավճարը, ԵՊՀ ուսխորհրդի նախագահը հարց է ուղղել նախարարին, թե արդյոք աջակցության ծրագրից օգտվելու են այս պահին պարտադիր զինվորական ծառայության մեջ գտնվող այն ուսանողները, որոնք զորացրվելու են հետագա երկու տարիներին, երբ վերը նշված կիսամյակն արդեն անցած կլինի, իսկ վարձավճարի հատուցումը` ժամանակավրեպ: Բացի դրանից՝ կա մտահոգություն, որ պատերազմական գործողությունների որոշ մասնակիցներ համապատասխան փաստաթղթային ձևակերպումներ չունենալու պատճառով կարող են զրկվել աջակցությունից:

Նախարար Վ. Դումանյանի պարզաբանմամբ` պարտադիր զինվորական ծառայության մեջ գտնվող բոլոր ուսանողները, եթե նրանք մասնակցել են մարտական գործողություններին, աջակցության ծրագրի շահառու են:

«Եթե ուսանողն ընդհատել է կրթությունը, զորակոչվել է բանակ, որտեղ մասնակցել է պատերազմի, հետևաբար զորացրվելուց հետո, եթե նա զինգրքույկում կունենա մարտական գործողության մասնակցության մասին գրառում և համապատասխան կնիք, ապա նա միանշանակ Կառավարության աջակցության ծրագրից կօգտվի: Մինչև 2022 թվականի ավարտը մենք դեռ ունենալու ենք պատերազմին մասնակից զորացրված ուսանողներ, նրանք մեկ կիսամյակի ուսման վարձի չափով փոխհատուցում անպայման ստանալու են: Եթե ուսանողը մինչև զորակոչվելն արդեն վճարել է 2020-21 ուստարվա առաջին կիսամյակի վարձը, ապա Կառավարության փոխհատուցումը կհամարվի գերավճար և կփոխանցվի որպես հաջորդ կիսամյակի վարձավճար: Նույնիսկ, եթե ուսանողի կրթությունն արդեն ավարտվել է, և նա արդեն վճարել է, առաջին կիսամյակի վարձավճարը կվերադարձվի նրան: Իհարկե, սա նվազագույնն է, որ պետությունը կարող է անել նրանց համար»,- նշել է Վ. Դումանյանը և հավելել, որ աջակցության ծրագրով ուսման վարձի փոխհատուցման գումարը կտրվի պետական բյուջեի միջոցներից:

Ինչ վերաբերում է այն հարցին, թե ովքեր կարող են լինել աջակցության ծրագրի շահառու, ապա այս դեպքում կա հստակ մոտեցում. պետք է լինի հիմք, այսինքն` գրառում, որ տվյալ անձը մասնակցել է մարտական գործողություններին:
