ԿԸՀ-ն օրակարգային երկու հարցով արտահերթ նիստ գումարեց

ՀՀ կենտրոնական ընտրական հանձնաժողովը դեկտեմբերի 12-ին արտահերթ նիստ գումարեց` օրակարգում ունենալով Լոռու մարզի դարպաս համայնքում հունվարի 3-ին տեղական ինքնակառավարման մարմինների ընտրությունների տեղամասային հանձնաժողովի նախագահի և քարտուղարի պաշտոնի բաշխումը: Հանձնաժողովի նախագահի պաշտոնը կզբաղեցնի ՀՀԿ ներկայացուցիչը, իսկ քարտուղարինը` ԲՀԿ:
ԿԸՀ-ն քննարկեց նաև քաղաքացի Վարդիթեր Մադաթյանի դիմումը` հանրաքվեի վերաբերյալ: Մադաթյանը նշել էր, թե հանրաքվեին դրված նախագիծը սահմանափակում է քաղաքացու ընտրելու իրավունքը, իսկ ԿԸՀ-ն պարտավոր էր կանխել այն հանրաքվեի դնելը կամ չեղյալ համարել արդյունքները: Չնայած դիմումատուն չէր մասնակցում նիստին` դիմումը քննարկվեց, և ԿԸՀ նախագահ Տիգրան Մուկուչյանը նշեց, որ որևէ կերպ պահանջ ձևակերպված չէ, և տվյալ պարագայում դատողություններ են ներկայացվում և անհասկանալի է, թե ինչին է վերաբերում պահանջը, դիմումում միայն սուբյեկտիվ վերաբերմունք է արտահայտված: «Ներկայացված դիմումը ոչ միայն իրավական հիմնավորումներ չունի, այլ հստակ ձևակերպված պահանջ ներառված չէ»,- ասաց Մուկուչյանը:
Հանձնաժողովը, հաշվի առնելով, որ դիմումը չի համապատասխանում Ընտրական օրենսգրքի պահանջներին, մերժեց վարչական վարույթի հարուցումը: ԿԸՀ որոշումը կարող է բողոքարկվել Վարչական դատարանում՝ աշխատանքային 3 օրվա ընթացքում:
Ինչպես ԿԸՀ-ն այնպես էլ ընտրատարածքային ընտրական հանձնաժողովները դեկտեմբերի 12-ին կշարունակեն նիստեր գումարել` քննարկելու հանրաքվեի ընթացքում խախտումների վերաբերյալ բողոքները, որոնք ներկայացրել են «Քաղաքացի դիտորդ» նախաձեռնության իրավաբանները: Նիստեր կգումարեն 3-րդ, 4-րդ և 20-րդ ընտրատարածքային ընտրական հանձն աժողովները:
ԿԸՀ-ն այդ բողոքները կքննարկի դեկտեմբերի 12-ին` ժամը 18:00-ին:
