Ցեմենտի ներմուծումը Հայաստան ժամանակավորապես կարգելվի

Կառավարության որոշմամբ ցեմենտի ներմուծումը ժամանակավորապես կարգելվի: Ինչպես փոխանցում է «Արմենպրես»-ը, համապատասխան որոշումն ընդունվեց գործադիրի այսօրվա նիստում:

Ըստ հիմնավորման, սույն նախագծի ընդունումը պայմանավորված է Հայաստանի համար ռազմավարական նշանակություն ունեցող ապրանքի (ցեմենտ) ներքին շուկայի և տեղական արտադրությունը պաշտպանելու, ինչպես նաև ցեմենտի ներմուծման հետ կապված կարգավորումները Եվրասիական տնտեսական միության օրենսդրությունը համապատասխանեցնելու անհրաժեշտությամբ։

«Պետական տուրքի մասին» Հայաuտանի Հանրապետության օրենքի 20.1-ին հոդվածի 1-ին մասի 15-րդ ենթակետը, ինչպես նաև «Գործունեության իրականացման ծանուցման մասին» Հայաuտանի Հանրապետության օրենքի 22-րդ հոդվածի 2-րդ մասի ծանուցման ենթակա գործունեության տեսակների աղյուսակի 4-րդ բաժնի 10-րդ կետն (որոնց միջոցով ցեմենտի ներքին շուկան պաշտպանելու նպատակով սահմանափակվում էր երրորդ երկրներից ցեմենտի ներմուծումը Հայաստանի Հանրապետություն) ուժը կորցրել է 2021թ. հունվարի 1-ից։

«Ցեմենտի ներքին շուկան հետագայում էլ ցածր գներով ներմուծվող ցեմենտից պաշտպանելու, տեղական ցեմենտի արտադրությունը զարգացնելու նպատակով առաջարկվում է հիմք ընդունել «Եվրասիական տնտեսական միության մասին» 2014 թվականի մայիսի 29-ի պայմանագրի (այսուհետ՝ Պայմանագիր) Հոդված 47-ով սահմանված դրույթը (համաձայն որի՝ ԵԱՏՄ անդամ պետությունները երրորդ երկրների հետ առևտրում կարող են միակողմանիորեն  կիրառել ոչ սակագնային կարգավորման միջոցներ):

Նշված մեխանիզմներով ցեմենտի ներմուծման սահմանափակումը չի հակասում Հայաստանի Հանրապետության կողմից միջազգային պայմանագրերով ստանձնած պարտավորություններին, ուստի վերը նշված ոչ սակագնային կարգավորման միջոցները պարբերաբար կիրառվում են ԵԱՏՄ անդամ պետություններում տեղական շուկան պաշտպանելու նպատակով՝ սահմանափակելով տարբեր ապրանքների ներմուծումը կամ արտահանումը:

Օրինակ` Բելառուսի Նախարարների Խորհրդի 09.07.2019թ. N 459 որոշմամբ սահմանափակվել է երրորդ երկրներից Բելառուսի Հանրապետություն պորտլանդ-ցեմենտի ներմուծումը, իսկ Ղազախստանը ժամանակավորապես արգելել է երրորդ երկրներից ցեմենտի ներմուծումը:

Առաջարկվում է նշված կարգավորումները ժամանակավորապես կիրառել նաև Հայաստանում (Պայմանագրով սահմանված է առավելագույնը 6 ամիս ժամկետ, հետագայում այն երկարաձգելու հնարավորությամբ)։

Սույն նախագծի ընդունումը հնարավորություն կտա շուկայավարման մեխանիզմներով ապահովել հայկական ցեմենտի արտադրության ճյուղի հետագա զարգացումը»,- ասված է որոշման մեջ:
