Ադրբեջանը չէր կարող միայնակ հաղթել պաշտպանության բանակին, այդ իսկ պատճառով էլ ներգրավել է Թուրքիային և իսլամիստների հետ միասին հարձակվել փոքրիկ Արցախի վրա,-«Փաստինֆո»-ի հետ զրույցում ասել է ԽՍՀՄ և ՌԴ զինված ուժերի գեներալ-լեյտենանտ, 1992-1995 թթ. ՀՀ ՊՆ գլխավոր շտաբի պետ, 1993 թ. պաշտպանության նախարարի պաշտոնակատար Նորատ Տեր-Գրիգորյանցը։
Հայոց բանակի կազմավորման ակունքներում կանգնած Նորատ Տեր-Գրիգորյանցը փաստել է, որ իրենց կողմից ստեղծված բանակը եղել է շատ ամուր, հզոր, կազմակերպված, կարգապահ։ Զինված է եղել տվյալ ժամանակի համար ժամանակակից զինատեսակներով և առ այսօր, արդեն շուրջ 30 տարի է, ինչ հնարավորություն է տալիս՝ ապահովելու Հայաստանի անվտանգությունը՝ ագրեսիվ պետություններից, որոնք շրջափակում են Հայաստանը՝ Ադրբեջանից, Թուրքիայից և ոչ այդքան բարեկամական Վրաստանից։ Ռազմական անվտանգության տեսանկյունից ստեղծվել է հայկական բանակը և ռուսական ռազմաբազան, որն ապահովում է Հայաստանի և Ռուսաստանի հարավային թևի անվտանգությունը։
Արցախյան երրորդ պատերազմից առաջ Նորատ Տեր-Գրիգորյանցը փորձել է հանդիպել այն ժամանակ պաշտպանության նախարար Դավիթ Տոնոյանին՝ կանխազգալով հնարավոր վատ զարգացումները, սակայն վերջինս ժամանակ չի ունեցել գեներալի համար։ Նրա խոսքով՝ պատերազմից երկու ամիս առաջ, երբ գտնվել է Երևանում, կապ է հաստատել ՀՀ ՊՆ նախարար Դավիթ Տոնոյանի հետ և ցանկություն հայտնել հանդիպելու նախարարին՝ իմանալով, որ առաջիկայում ինչ-որ վատ բան կլինի և ցանկացել է ռազմական անվտանգության տեսանկյունից խոսել նախարարի հետ, սակայն քարտուղարը, որը պատասխանել էր զանգին, ասել է, թե նախարարը չի կարող հանդիպել՝ պատճառաբանելով, որ հաջորդ օրը նիստ է։
«Ձեր ՊՆ նախարարը չի բարեհաճել ինձ հետ հանդիպել՝ պատճառաբանելով, որ հաջորդ օրը նիստ է և չի կարող։ Ես էլ քարտուղարին ասել եմ՝ հիմա ժամը 17։00-ն է, օրվա և գիշերվա ցանկացած ժամին կարող եմ հանդիպել՝ Հայաստանի և ԶՈՒ-երի անվտանգության հարցերի շուրջ խոսելու, իսկ ինքն ասել է՝ վաղը նիստ է, ինչին ի պատասխան էլ ասել եմ, որ նիստը վաղն է, իսկ այսօր դեռ երեկո է, գիշեր կա»,- պատմել է գեներալ-լեյտենանտը՝ հավելելով, որ դա, իհարկե, վիրավորական է, որ նախարարը չի հասկացել հարցի կարևորությունը, մինչդեռ՝ ինքը կարող էր շատ հարցերում համագործակցել և բանակի, և Հայաստանի շահերի համար։
