Սեպտեմբերի 27-ից հունվարի 28-ն արձանագրվել է Ադրբեջանի կողմից 72 քաղաքացիական անձանց սպանության դեպք. Արցախի ՄԻՊ

Ադրբեջանի զինված ուժերի կողմից գերեվարված 31 քաղաքացիական անձ սպանվել է։ Այս մասին հայտնում է Արցախի ՄԻՊ-ը, ընդգելով, որ Արցախյան երկրորդ պատերազմի առաջին օրից, մինչև հունվարի 28-ն ընկած ժամանակահատվածում Ադրբեջանի զինված ուժերը ընդհանուր առմամբ 72 քաղաքացիկան անձ են սպանել, որից 41-ն սպանվել է թիրախային հարվածների հետևանքով, 31-ը՝ գերեվարման մեջ:
Բացի այդ, արձանագրվել են նաև խոշտանգման և դիակների խեղման, անխուսափելիորեն քաղաքացիական մահերի հանգեցնող թիրախային հարվածների մի շարք դեպքեր: Մարդու իրավունքների պաշտպանն արձանագրել է նաև 163 քաղաքացիական անձի վիրավորման դեպք, որոնց զգալի մասը տեղի է ունեցել այլ անձանց մահվան հանգեցրած հարվածների հետևանքով:
Արցախի Հանրապետության մարդու իրավունքների պաշտպանի աշխատակազմի զեկույցում ներառվել են նաև 2020թ. դեկտեմբերի 22-ից հետո որոնողական աշխատանքների արդյունքում հայտնաբերված քաղաքացիական անձանց սպանության դեպքերը:
Զեկույցում ներկայացվել են միայն անառարկելի հիմքերով ապացուցված դեպքերը, սակայն ԱՀ մարդու իրավունքների պաշտպանի աշխատակազմը շարունակում է ստանալ նաև այլ ենթադրյալ դեպքերի վերաբերյալ ուսումնասիրություն պահանջող տեղեկություններ, որոնց հետազոտության արդյունքները կներառվեն Զեկույցի հետագա թարմացումներում:
Զեկույցի թարմացման պահի դրությամբ՝ Պաշտպանի աշխատակազմը շարունակում է տիրապետել անհետ կորած քաղաքացիական անձանց վերաբերյալ տվյալների, որոնց մի մասը հավանաբար գտնվում է ադրբեջանական գերության մեջ, իսկ մյուս մասը ենթադրաբար սպանվել ադրբեջանական զինված ուժերի կողմից: Այդ մասին են վկայում Ադրբեջանի վերահսկողության տակ անցած արցախյան բնակավայրերում քաղաքացիական անձանց դիակների հայտնաբերման պարբերական դեպքերը:
Որոշ զոհերի մարմիններ գտնվել են մահից տևական ժամանակ անց, ինչը պահանջում է խորը մասնագիտական հետազոտություն կոնկրետ դեպքերում մահվան հանգամանքները մանրամասն արձանագրելու և կատարված հանցագործությունների հետքերը բացահայտելու համար, այդուհանդերձ որոշ դեպքերով ներկայացվել են նաև դատաբժիշկ-փորձագետի նախնական եզրակացությունները:
