Հավաքական անվտանգության պայմանագրի կազմակերպությունը (ՀԱՊԿ) Լեռնային Ղարաբաղի հակամարտության պարագայում գործել է համաձայն հիմնարար պայմանագրի: Այս մասին առցանց ճեպազրույցի ժամանակ հայտարարել է ՀԱՊԿ գլխավոր քարտուղար Ստանիսլավ Զասը:

Նա նշել է, որ գոյություն ունի Հավաքական անվտանգության մասին հիմնարար պայմանագիր, որտեղ հստակ նշված է, թե որ պարագայում կարող է ՀԱՊԿ-ն օգնություն ցուցաբերել այս կամ այն պետությանը: «Չորրորդ հոդվածում հստակ ասվում է, որ ագրեսիայի, այսինքն՝ ռազմական հարձակման պարագայում, որը վտանգում է մեր անդամ պետության անվտանգությանը, կայունությանը, տարածքային ամբողջականությանը և ինքնավարությանը, տվյալ պետության դիմելուց հետո նրան անհետաձգելի կերպով ցուցաբերվում է բազմակողմ օգնություն, այդ թվում և՝ ռազմական: Այս պարագայում Հայաստանից ՀԱՊԿ-ին ռազմական օգնության մասին որևէ դիմում չի եղել: Հետևաբար` մեխանիզմները գործի չենք դրել»,- ասել է Զասը:

 
 

Նա հիշեցրել է, որ ՀԱՊԿ-ն ի սկզբանե հանդես է եկել ռազմական գործողությունների դադարեցման և գործող խնդիրները խաղաղ ճանապարհով ու համաձայնությունների միջոցով լուծելու օգտին: «Այդ դիրքորոշումն անփոփոխ է»,- ընդգծել է ՀԱՊԿ գլխավոր քարտուղարը:

Զասը հայտնել է նաև, որ ՀԱՊԿ-ն ողջունում է ձեռք բերված եռակողմ պայմանավորվածությունները, որոնք թույլ են տվել խուսափել էլ ավելի մեծ ողբերգությունից:
