2025 թ. Հայաստանում գիտություն չի լինելու. վիճակն աղետալի է. Տիգրան Շահվերդյան
INTERVIEWԵրեկ Ազգայի ժողովի գիտության, կրթության, մշակույթի, սփյուռքի, երիտասարդության և սպորտի հարցերի մշտական հանձնաժողովը կազմակերպել էր «Գիտությունը՝ որպես անվտանգության և զարգացման հենասյուն» թեմայով խորհրդարանական լսումներ, որի ընթացքում «Ռոբոմարթ» ընկերության տեխնոլոգիական տնօրեն Տիգրան Շահվերդյանն իր ելույթում նշեց, որ մինչև 2025 թվականը ՀՀ-ում գիտություն գրեթե չի լինելու, գիտության վիճակն իսկապես աղետալի է, և անկախ նրանից, թե որոնք են ստեղծված իրավիճակի պատճառները, պետք է հստակ ընդգծել, որ գիտությունն այդ վիճակից դուրս բերելու համար նախևառաջ պետք է ավելացնել գիտության ֆինանսավորումը։
168TV «Ռեվյու» հաղորդաշարում այսօր էլ հաստատեց նույն տեսակետը՝ հավելելով.
«2000 թվականին գիտության մասին օրենքում ամրագրված էր, որ բյուջեի առնվազն 3 տոկոսը պետք է հատկացվի գիտական գործունեությանը, սակայն ուղիղ մեկ տարի անց օրենքի այդ կետը փոփոխվել է և սահմանվել, որ յուրաքանչյուր հաջորդ տարի գիտությանը հատկացվող գումարը պետք է համամասնորեն աճի»:
Շահվերդյանը նշեց, որ գիտական հանրույթը պետք է անընդհատ բարձրացնի այս խնդիրն ու հասցնի հասարակության տարբեր շերտերին գիտության ֆինանսավորման ավելացման հրատապությունն ու անհրաժեշտությունը։
«Իրականում անելիք քայլերն ակնհայտ են՝ առաջին քայլով պետք է գիտությանը տրվող հատկացումներն ավելացվեն։ Մարդկանց համար, որոնք ցանկանում են մնալ Հայաստանում, պետք է նրանց համար ստեղծել ցանկալի միջավայր՝ վարձատրությունից սկսած՝ մինչև աշխատանքային պայմաններ։ Պետությունը պետք է ներդրումներ անի, ենթակառուցվածքներ զարգացնի»,- ասաց Շահվերդյանը՝ նշելով, որ գիտության զարգացման համար անհրաժեշտ է, որ բյուջեի 4 տոկոսը հատկացվի, ու չի ընդունում խոակցությունները, թե ռեսուրսները սահմանափակ են, կամ եկեք սպասենք, երբ լավ կլինի, նոր գիտությանը տրվող փողի չափը կավելացնենք։
«Ամբողջ խնդիրը հենց այդպես ասելու մեջ է, որովհետև հենց նման իրավիճակում հայտնվելուց անմիջապես հետո պետությունը պետք է մտածի գիտության զարգացման մասին, որովհետև զարգացման այլ ելք այսօրվա աշխարհում չկա»,- ասաց նա։
Հարցին, թե ինչո՞վ է պայմանավորված, որ պատերազմի ավարտից հետո մի կողմից՝ իշխանությունը խոսում է գիտության դերի բարձրացման մասին, մյուս կողմից՝ ընդունում է բյուջե, որտեղ գիտությանը հատկացված ֆինանսավորումը չի ավելացվում, Տիգրան Շահվերդյանը պատասխանեց.
«Երևի դրա կարևորությունը չեն գիտակցում, հուսամ՝ այս տարի բյուջեում կլինի փոփոխություն, կլինի վերաբաշխում պահուստային ֆոնդից կամ արտաքին միջոցներից, որովհետև եթե մենք ապրում ենք ոչ միայն այսօրվա օրով, այլ մտածում ենք նաև ապագայի մասին, ապա պետք է այսօր համապատասխան ներդրումներ անենք»։
Ինչ վերաբերում է մյուս խնդիրներին՝ ապա Շահվերդյանն առանձնացրեց դրանցից մեկը։
«Բարձր տեխնոլոգիաների արտադրության և գիտության միջև կապը գրեթե չկա ու չի կարող գոյություն ունենալ նման ֆինանսավորման պարագայում։ Այս հանգամանքն ունի նաև օբյեկտիվ պատճառներ. դրանցից մեկն այն է, որ մեզ մոտ գրեթե գոյություն չունեն այդ կապն ապահովող համակարգչային գիտությունները, որը մեզանում գոյություն չունի այն պատճառով, որ տեղեկատվական տեխնոլոգիաները զարգանալով՝ համակարգչային գիտությունները ուղղակի քամեցին, և ասվածի օրինակն է Մերգելյանի անվան ինստիտուտը. այն գրեթե չի գործում»,- ասաց նա՝ նշելով, որ այսօր, չնայած այս խնդիրներին, գիտությունը կարողանում է սպասարկել տնտեսությունը, բայց դա անում է իրեն քամելու շնորհիվ։
Ըստ Շահվերդյանի՝ սրանից բացի, մեծ խնդիր կա նաև գիտություն-պետական պատվեր, ինչպես նաև գիտություն-բիզնես համագործակցության դաշտերում։
