ՄԻՊ-ը՝ Խնձորեսկում կատարվածի մասին

Ադրբեջանական զինված ծառայողների կողմից 2021թ. փետրվարի 11-ին Սյունիքի մարզի Խնձորեսկ գյուղի հովիվի 173 գլուխ ոչխարը տանելու փաստը հաստատում է այն, ինչ ՀՀ մարդու իրավունքների պաշտպանն արդեն մի քանի ամիս շարունակ նախազգուշացնում է: Այս մասին իր ֆեսբուքյան էջում գրել է ՀՀ ՄԻՊ Արման Թաթոյանը:
«Ադրբեջանական զինված ծառայողների կողմից 2021թ. փետրվարի 11-ին Սյունիքի մարզի Խնձորեսկ գյուղի հովիվի 173 գլուխ ոչխարը տանելու փաստը հաստատում է այն, ինչ ՀՀ մարդու իրավունքների պաշտպանն արդեն մի քանի ամիս շարունակ նախազգուշացնում է:
Մասնավորապես, երեկ Խնձորեսկի համայնքապետարանը հայտարարեց, որ փետրվարի 11-ին Սյունիքի մարզի Խնձորեսկ գյուղի բնակիչ գյուղին հարակից արոտավայրերում արածեցրել է ընդհանուր թվով 185 մանր եղջերավոր կենդանիներ: Արածեցնելու ընթացքում կենդանիների մի մասը մոտեցել է ադրբեջանական զինվորների կողմից վերահսկվող տարածքին, որից հետո ադրբեջանցի զինված ծառայողները տարել են 173 գլուխ ոչխար: Կենդանիները վերադարձվել են միայն ՀՀ սահմանապահ զորքերի ծառայողների ու Զինված ուժերի կորպուսի հրամանատարության բանակցություններից հետո:
Նշված տեղեկությունը ՀՀ մարդու իրավունքների պաշտպանին հաստատել են գյուղի մի շարք բնակիչներ ու համայնքային մարմինները: Ընդ որում, Պաշտպանի աշխատակազմի Սյունիքի մարզային ստորաբաժանումը պարզել է, որ հովիվն ինքն ուշադիր է եղել, բայց դեպքը տեղի է ունեցել, քանի որ կենդանիները սովոր են այդ տարածքներում արածելու և արոտավայրերն այնպիսին են, որ դժվար է լինելու վերահսկել կենդանիներին:
Այս ամենը հաստատում է, որ անհրաժեշտ է երաշխավորել գյուղացիների իրավունքները, այդ թվում՝ կապված արոտավայրերն օգտագործելիս նրանց անվտանգության, ապրուստը հոգալու ու սեփականության իրավունքների վտանգների կամ խախտումների հետ: Նշվածը թույլ չտալու համար անհրաժեշտ են հանձնաժողովային աշխատանքներ ու գյուղացիների կարիքների ճիշտ գնահատում, բոլոր խնդիրների լիարժեք չեզոքացում»:
