Ինչու է թանկացել կարագը
ECONOMICSՀանձնաժողովը մշտապես ուշադրության կենտրոնում է պահում բարձր կենտրոնացվածության աստիճան ունեցող և սպառողական լայն նշանակության ապրանքային շուկաները, որոնց թվին է դասվում նաև կարագը։ Մշտադիտարկումների արդյունքում կարագի իրացման գների փոփոխություններ են արձանագրվել 2020 թվականի դեկտեմբեր և 2021 թվականի հունվար ամիսների ընթացքում, որոնց վերաբերյալ տարածվել են մամուլի հաղորդագրություններ:
Ընդհանուր առմամբ անհրաժեշտ է փաստել, որ 2020 թվականի ընթացքում կարագի իրացման գնի վրա էական ազդեցություն են ունեցել հետևյալ գործոնները՝
· 2020 թվականի սկզբից տեղի է ունեցել ԱՄՆ դոլարի փոխարժեքի բարձրացում ՀՀ դրամի նկատմամբ, իսկ կարագի գերակշիռ մասը ՀՀ է ներկրվում 3-րդ երկրներից,
· 2020 թվականի վերջից (սեպտեմբեր ամսից) բարձրացել են միջազգային ապրանքային շուկաներում կարագի իրացման գները,
· ԵԱՏՄ կարգավորումների արդյունքում 2018 թվականից կարագի ներմուծման մաքսատուրքը 11%-ից բարձրացել է՝ 2021 թվականի հունվարի 1-ից կազմելով 15%:
Այնուհանդերձ հարկ է նշել, որ չնայած արձանագրված գնային բարձրացումներին՝ 2020 թվականի ընթացքում միջինում կարագի իրացման գինն ավելի ցածր է եղել, քան նախորդող տարիներին (2018,2019 թվականներ)։
Համաձայն Հանձնաժողովի ուսումնասիրությունների՝ կարագի ինքնարժեքը հիմնականում բաղկացած է ձեռքբերման արժեքից, բեռնափոխադրման հետ կապված ծախսերից, մաքսատուրքերից և այլ ծախսերից։ Ընդ որում՝ կարագի ձեռքբերման արժեքն ինքնարժեքում կազմում է շուրջ 86%-ից մինչև 88%, բեռնափոխադրման ծախսերը` 1%-ից մինչև 2%, մաքսատուրքերը (3-րդ երկրներից ներմուծման պարագայում)՝ 11%-ից մինչև 15% և այլ ծախսերը՝ 0,5%-ից մինչև 1%:
