Պաշտոնական լեզվի հիմքը այդ պետությունում ապրող մարդկանց ազգությունն է։ Եվ Արցախում, որպես աշխարհի ամենամիատարր պետություններից մեկում, քննարկել լեզվի հարց, դա նույնն է, որ քննարկել արցախցիների հայ լինելը։ Այս մասին Ֆեյսբուքի իր էջում գրել է Արցախի աշխատանքի, սոցիալական եւ միգրացիայի հարցերի նախարար Մանե Թանդիլյանն՝ անդրադառնալով արցախցի պատգամավորների կողմից շրջանառության մեջ դրված օրինագծերի փաթեթին, որով առաջարկվում է ռուսերենը եւս ԼՂՀ պաշտոնական լեզու դարձնել։
Նա, մասնավորապես, գրել է․
«Արցախը հայերեն է եւ ապրելու է հայերեն։
Պաշտոնական լեզվի փոփոխությունը չունի որեւէ հիմնավորում եւ անհրաժեշտություն։
Արցախում ապրող հայերը, ինչպես նաեւ Հայաստանում ապրող հայերը, շփվում են օտար լեզուներով ըստ ցանկության եւ անհրաժեշտության, այդ թվում` պաշտոնյաները։
Պաշտոնական լեզվի հիմքը այդ պետությունում ապրող մարդկանց ազգությունն է։ Եվ Արցախում, որպես աշխարհի ամենամիատարր պետություններից մեկում, քննարկել լեզվի հարց, դա նույնն է, որ քննարկել արցախցիների հայ լինելը։
Ես ռուսների հետ խոսում եմ ռուսերեն, անգլիախոսերի հետ անգլերեն։ Կուզեի այլ լեզուներ էլ իմանալ։ Լեզուներ իմանալը քո մասին է, պաշտոնականը՝ երկրի։
Սովորեք լեզուներ, բայց դրա հետ մեկտեղ անպայման չէ ոտնատակ տալ սեփական ինքնությունն ու արժանապատվությունը։
Մեր տասնամյակների ապիկարությունը պետք չէ ամրագրել օրենքով՝ թույլ չտալով սերունդներին ուղղել մեր սխալները»։
