«Փաստ» օրաթերթը գրում է

Օրերս հայտնի դարձավ, որ արդարադատության նախարարությունը հանրային քննարկման է ներկայացրել Քրօրում փոփոխություն և լրացում կատարելու նախագիծ, համաձայն որի, նախատեսվում է սահմանել, որ հանրային ծառայության մեջ գտնվող անձին վիրավորելը կամ զրպարտելը` կապված նրա կողմից իր ծառայողական պարտականությունները կատարելու հետ, պատժվում է տուգանքով` նվազագույն աշխատավարձի հարյուրապատիկից հինգհարյուրապատիկի չափով:

«Փաստ» թերթի տեղեկություններով, այս օրենսդրական փաթեթն ամբողջությամբ մշակվել և արդարադատության նախարարին է փոխանցվել, այսպես կոչված, «սորոսական» ՀԿ-ների կողմից։ Սակայն այս ամենի մեջ հետաքրքիրն այն է, որ ստացվում է՝ իշխանության ներկայացուցչին կամ պետական ծառայողին վիրավորել չի կարելի, իսկ մնացած քաղաքացիների դեպքում դա նորմալ երևույթ է։ Այս ֆոնին անհրաժեշտ է շեշտել, որ հատկապես վերջին օրերին իշխանությանը սատարող, իշխանության «տակ» աշխատող ոչ միայն «ֆեյքերը», այլև իրական անձինք բաց տեքստով ոչ միայն քննադատում, հեգնում կամ ծաղրում էին ընդդիմությանը, այլև բացահայտ անձնական վիրավորանքներ են հնչեցնում ընդդիմության տարբեր ներկայացուցիչների հասցեին, սակայն ո՛չ «իրավապաշտպանները», ո՛չ իրավապահները ծպտուն չէին հանում։

Ի դեպ, խոսելով այս, ինչպես նաև «չնույնականացված աղբյուրներին» վերաբերող ու նման այլ նախաձեռնությունների մասին՝ Ինֆորմացիայի ազատության կենտրոնի նախագահ Շուշան Դոյդոյանը «Փաստի» հետ զրույցում մասնավորաբար նշեց. «Երբ նայում ենք այն քաղաքական գործիչների սոցիալական ցանցերի էջերը, լսում քաղաքական ելույթները, որոնք, ի դեպ, նախաձեռնում են օրենսդրական այդ փոփոխությունները, ապա տեսնում ենք, որ ամենաանպատասխանատու խոսքը լսում ենք հենց իրենց շուրթերից։ Իրենք են առաջինը բացասական, անպատասխանատու խոսքի օրինակ ծառայում հասարակության համար»:
