Ուղիղ 10 օր առաջ` փետրվարի 22-ի գիշերը, ես գրառում կատարեցի հայկական գրանցում ունեցող, EK-FAA գրանցման նիշերով, հայկական «Ֆլայ Արմենիա» ավիաընկերության օդանավ շահագործողի վկայականում գտնվող Բոինգ 737-300 օդանավի՝ առեղծվածային կերպով Թեհրանում հայտնվելու մասին, և կատարեցի 3 հարցադրում. ի՞նչ էր սա`առևանգու՞մ, խաբեությու՞ն, թե՞ պրոֆեսիոնալ անճարակություն: Այս մասին ֆեյսբուքյան իր էջում գրել է վարչապետի նախկին խորհրդական, ավիատոր Հակոբ Ճաղարյանը:

«Ընդ որում՝ ես օդանավի հնարավոր առևանգման մասին տեղեկությունն ստացել եմ գրառմանս նախորդող` կիրակի օրը երեկոյան: Եվ ինձնից պահանջվեց ընդամենը 30-35 րոպե և´օդանավը, և´ նրա գրանցման համարը, և´շահագործող ավիաընկերությունը, և´կատարած երթուղին իր մանրամասներով հայտնաբերելու համար:

Չեմ մանրամասնի՝ ինչպես: 

Իմ գրառումից հետո, հաջորդ օրը Քաղաքացիական Ավիացիայի Կոմիտեն հայտարարություն տարածեց, որ «...առևանգման մասին տեղեկություն չենք ստացել  (ուշադրություն) համապատասխան մարմիններից...»

Ովքե՞ր են էդ համապատասխան մարմինները, եթե ոչ դուք:

Այսօր նույն ՔԱԿ-ը նոր հայտարարություն է տարածել, որը ես կամաչեմ որակավորել:

Հիմա հերթով`

1. ՔԱԿ բացատրությունից ստացվում է, որ տաջիկ օդաչուներն են առևանգել օդանավը:

Չեմ հավատում: Օդաչուն` առանց ավիաընկերության կողմից նախօրոք տրված պլանի,  թռիչքուղի չի ընտրում: Նախնական պլանը տրվում է, տարանցիկ երկրների օդային տարածքի օգտագործման և վայրէջքի օդանավակայանի թույլտվությունները հարցվում են 2-3 օր առաջ (ըստ երկրների պահանջի): Այնպես, որ Տալլին-Վառնա թռիչքը նախապատրաստվել է այն կատարելուց ամենաքիչը 2 օր առաջ:

Իսկ օդաչուներն իրենց աշխատանքը սկսում են թռիչքից ընդամենը 1-1,5 ժամ առաջ: Տալիս են արդեն նախօրոք հայցված, և ստացված թույլտվությունների հիմքով կատարվող թռիչքի կատարնան պլանը:

Դուք դեռ չգիտե՞ք՝ ով է տվել պլանը և ինչ երթուղով:

Ընդգծում: 

Օդաչուների թռիչքային վկայականները վավերացվել են ՀՀ ՔԱԿ-ի կողմից «...համաձայն օրենքի...»

Նույնը վերաբերվում է Վառնա-Թեհրան թռիչքին:

Եվ հատկապես այդ հատվածին:

Թռիչքը  կատարվել է`

ա) Թուրքիայի տարածքով,

բ) համաձայն ՔԱԿ տեղեկության` «...ուղղություն է վերցրել դեպի էմիրաթական Շարժա...»

Հարց 1.

Տաջիկ օդաչուները Վառնայում գիշերել են Փետրվարի 19-ին: Ե՞րբ են շահագործող ընկերությունն ու հպարտ «ավիացիոն իշխանություններն» իմացել դրա մասին: Իմ գրառումից հետո՞:

Հարց 2.

Քանի՞ օր է պետք Թուրքիայի վրայով թռչելու թույլտվությունը ստանալու համար:  Միայն չասեք, որ տաջիկ առևանգող-օդաչուները եկել են օդանավակայան, խզբզել flight plan-ը, ու առանց սպասելու թռել, մտել Թուրքիայի տարածք, և անարգել հատել երկիրն ամբողջ երկարությամբ

Հարց 3.

Ո՞նց են «ուղղություն վերցրել դեպի էմիրաթական Շարժա...»: Առանց IOSA աուդիտի առկայության (միջազգային ամենահեղինակավոր աուդիտներից մեկն է) Էմիրությունների օդային տարածքը փակ է հայկական գրանցմամբ օդանավերի համար:

«Ֆլայ Արմենիան» ունի՞ այդպիսի աուդիտ:  Կամ գոնե հատուկ թույլտվություն տեխնիկական վայրէջքի համար: Եթե այո` ցույց տվեք: Եթե ոչ` ցույց տվեք նրա կեղծ օրինակը, որը ներկայացվել է Վառնայի օդանավակայանում` թռիչքի թույլտվության համար»,- գրել է Ճաղարյանը և հավելել, որ ՔԱԿ-ի պարզաբանման մեջ եղած մյուս դրվագներին կանդրադառնա հետագայում:
