Սահմանային խնդիրները կարգավորելիս առաջնային պայման են մարդու իրավունքները: Այս մասին այսօր հրավիրված ասուլիսի ընթացքում ասաց մարդու իրավունքների պաշտպան Արման Թաթոյանը:
«Մարդու իրավունքների միջազգային ուժով ճանաչված՝ սահմանների հետ կապված բոլոր գործընթացների հիմքում պետք է լինեն մարդու իրավունքները, ընդ որում սա ոչ թե այլընտրանքային պահանջ է, այլ պարտադիր պահանջ է, տվյալ հարցում մարդու իրավունքները հիմք են»,- ասաց Արման Թաթոյանը:
Մարդու իրավունքների պաշտպանը նաև անդրադարձավ մի քանի կետերի, որոնց պահպանումը կարևոր պայման է և պետք է ստեղծվեին նախապես հանձնաժողովային մարմիններ, որոնք
կհամակարգեին այդ կարգավիճակը:
«Միջազգային սկզբունքներից են պարտադիր կիրառման ենթակա՝ հարգանք սահմանային բնակիչների ու նրանց պաշտպանվածության նկատմամբ, սահմանային բնակիչների բնակականոն կյանքի ապահովում, անվտանգություն և խաղաղություն, բավարար տեղեկություններ: Այս ամենը պետք է ապահովվի հանձնաժողովային մասնագիտացված աշխատանքներով, որոնք պետք է իրականացվեն նախապես»,- ասաց Թաթոյանը:
Արման Թաթոյանը նաև նշեց՝ Սյունիքում և Գեղարքունիքում կան մարդկային արժանապատվության կոպիտ խախտումներ, և կյանքի իրավունքի իրավական վտանգներ:
«Սյունիքում և Գեղարքունիքում կան մարդկային արժանապատվության կոպիտ ոտնահարումներ, կյանքի իրավունքի իրական վտանգներ, դուք տեսաք՝ ինչ կրակոցներ են լսվում Սյունիքի անմիջական հարևանությամբ, ֆիզիկական և հոգեբանական անձեռնմխելիության իրավունքի կոպիտ խախտումներ, օրինակ՝ Ներքին Հանդ գյուղը, Շուռնուխը, Որոտանը, ոչ-ոք չի փորձում հասկանալ՝ ինչ վիճակում են այնտեղի երեխաները, արդյո՞ք որևէ մեկը կարող է ասել, որ սա երեխաների համար կյանքի լավագույն պայմաններն են»,- ասաց մարդու իրավունքների պաշտպանը:
Արման Թաթոյանը նաև ընդգծեց՝ առկա են սեփականության իրավունքի կոպիտ խախտումներ, մարդիկ չեն կարողանում իրենց օրինական փաստաթղթերը ձեռքին բնակվել իրենց տանը, քանի որ կան մի շարք խնդիրներ:
«Առկա են սեփականության իրավունքի կոպիտ խախտումներ, օրինակ՝ մարդիկ օրինական փաստաթղթերը ձեռքներին չեն կարողանում օգտվել իրենց սեփականությունը հանդիսացող տարածքներից, քանի որ դրանք ադրբեջանական են, իսկ մյուս իրավիճակը՝ կան հողեր և տներ, որոնք գտնվում են ուղիղ նշանառության տակ, և մարդիկ պարզապես չեն կարողանում այ հողերն օգտագործել, կրակոցներ են արձակվում»,- ասաց Թաթոյանը:
