Աննա Նաղդալյանը՝ Իլհամ Ալիևի վերջին հայտարարությունների մասին

Հարց. Ադրբեջանի նախագահը, ելույթ ունենալով Տնտեսական համագործակցության կազմակերպությունների համաժողովին, նշել է, որ «տրանսպորտային նոր միջանցքն անցնելու է Ադրբեջանի պատմական տարածքով՝ Զանգեզուրով, և միացնելու է Ադրբեջանի հիմնական մասը երկրի անբաժան մաս հանդիսացող Նախիջևանի Ինքնավար Հանրապետության և Թուրքիայի հետ»: Խնդրում ենք Ձեր մեկնաբանությունն այդ առնչությամբ:
Պատասխանը. Կրկնում եմ հերթական անգամ, որ նոյեմբերի 9-ի եռակողմ հայտարարության 9-րդ կետում որևէ միջանցքի ստեղծման մասին խոսք չկա:
Զանգեզուրն անվանելով «ադրբեջանական պատմական տարածք» և հղում կատարելով մտացածին «միջանցքի»՝ Ադրբեջանի նախագահը նմանօրինակ սադրիչ հայտարարությամբ դիտավորյալ տապալում է նոյեմբերի 9-ի և հունվարի 11-ի եռակողմ հայտարարությունների կյանքի կոչումը: Նման հռետորաբանությունը հակասում է Ադրբեջանի ստանձնած պարտավորություններին, այն անթաքույց մարտահրավեր է միջազգային իրավունքին և որևէ կերպ չի նպաստում տարածաշրջանում կայունության հաստատմանը, ինչը սպառնալիք է տարածաշրջանի բոլոր պետությունների համար:
Հարց. Ադրբեջանի նախագահը կրկին նշել է, որ լուծել է հակամարտությունը և կյանքի կոչել ՄԱԿ ԱԽ բանաձևերը: Ինչպե՞ս կմեկնաբանեք դա:
Պատասխան. Ադրբեջանի նախագահի այն պնդումները, որ Ադրբեջանը ռազմական ճանապարհով լուծել է ղարաբաղյան խնդիրը, ևս մեկ անգամ ի ցույց են դնում, թե ով է պատերազմի և ուժի կիրառման նախաձեռնողը և ով է տանում տարածաշրջանը հետագա ապակայունացման և փորձության ճանապարհով: Ինչպես միշտ, Ադրբեջանը խեղաթյուրում է ՄԱԿ-ի ԱԽ բանաձևերի դրույթները, թեև այդ նույն բանաձևերն իրենց աջակցությունն են հայտնում Մինսկի խմբի խաղաղ գործընթացին, որը գլխավորում են Մինսկի խմբի համանախագահները:
Ադրբեջանի նախագահը ԼՂ խաղաղ գործընթացի վերաբերյալ իր հայտարարություններով հակադրվում է միջազգային հանրությանը, և առաջին հերթին՝ ԵԱՀԿ Մինսկի խմբի համանախագահության, համանախագահ երկրների դիրքորոշմանը, որը հստակորեն ընդգծում է, որ հակամարտությունը պետք է ունենա համապարփակ կարգավորում: Մեզ համար ակնհայտ է, որ ուժի կիրառմամբ Արցախի ժողովրդի ինքնորոշման իրավունքի ճնշման փորձը չի կարող հիմքեր ստեղծել հակամարտության կարգավորման համար։ Արցախի ժողովրդի ինքնորոշման իրավունքի իրացումը և պատերազմի հետևանքների վերացումը հակամարտության կարգավորման առանցքային բաղադրիչներն են:
