Պետական պահպանության ծառայությունն ԱԱԾ-ից առանձնացնելու նպատակն է, որ Փաշինյանն ունենա իր անձնական զորքը. Վանեցյան

ՀՀ ազգային անվտանգության ծառայության Պետական պահպանության ծառայությունը վարչապետին ենթակա մարմին դարձնելու նախագիծն ունի մեկ նպատակ, որպեսզի Նիկոլ Փաշինյանն ունենա անմիջական հսկողություն պետական պահպանության ծառայության նկատմամբ եւ ունենա «իր անձնական զորքը»։ Այս մասին այսօր՝ մարտի 4-ին, լրագրողների հետ զրույցում ասաց ԱԱԾ նախկին տնօրեն, «Հայրենիք» կուսակցության ղեկավար Արթուր Վանեցյանը։

Նշենք, որ ԱԱԾ-ն իրավական ակտերի նախագծերի հրապարակման միասնական կայքում  քննարկման է դրել նախագիծ, որով առաջարկվում է «Հատուկ պետական պաշտպանության ենթակա անձանց անվտանգության ապահովման մասին» Հայաստանի Հանրապետության օրենքում փոփոխություններ եւ լրացումներ  կատարել եւ  Պետական պահպանության ծառայությունն առանձնացնել ԱԱԾ-ից եւ դարձնել վարչապետին ենթակա մարմին:

«Պետական պահպանության ծառայությունն ունի մեկ նպատակ, այդ նպատակն է՝ պետական պահպանության ենթակա անձանց պահպանությունը՝ թե՛ ֆիզիկական, թե՛ օպերատիվ հսկողությունը, որպեսզի նրանց նկատմամբ չիրականացվեն մահափորձեր, կամ այլ երկրի հատուկ ծառայություններ չփորձեն նրանց հավաքագրել եւ այլն։ Պետական պահպանության ծառայությունը տարանջատելով ԱԱԾ-ից՝ լինելու են շատ խնդիրներ, որովհետեւ օպերատիվ-հետախուզական միջոցառումներ անցկացնելու համար կան հատուկ ստորաբաժանումներ, օրինակ՝ Օպերատիվ-տեխնիկական վարչություն, Արտաքին դիտման վարչություն, Օպերատիվ ստորաբաժանումներ, որոնք իրականացնում են օպերատիվ-հետախուզական գործունեություն։ Կամ պետական պահպանության ծառայությունն առանձնանալով՝ պետք է լինի եւս մեկ որոշում, որ թույլատրվում է եւս մեկ մարմնի իրականացնել գաղտնալսումներ։ Նշանակում է, որ իշխանությունները հնարավորություն կունենան շրջանցելով դատարանները՝ իրականացնել գաղտնալսումներ, իշխանությունները հնարավորություն կունենան ուղիղ, առանց ԱԱԾ համակարգի, իրականացնել օպերատիվ-հետախուզական գործունեություն»,- նշեց Վանեցյանը։

Նրա խոսքով՝ Հայաստանի Հանրապետությունն այսօր գտնվում է այնպիսի ծանր սոցիալ-տնտեսական վիճակում, որ այդ ծառայությունը վերազինելու համար պետք է ծախսվի մի քանի միլիոն դոլար, որպեսզի կարողանան պետական պահպանության ծառայությունը դարձնել ինքնուրույն մարմին.

«ԱԱԾ-ում կան վարչություններ, որոնք սպասարկում են տեխնիկապես ողջ համակարգը՝ ֆինանսական վարչություն, իրավաբանական վարչություն, տնտեսական վարչություն, մեքենաներ եւ այլն։ Հիմա այս ամբողջը նույն վարչություններից բացվի պետական պահպանության ծառայությունում, այսինքն՝ եւս այնտեղ պետք է ընդունվեն օրինակ՝ 100 աշխատողներ, այդքան մարդկանց պիտի տան աշխատավարձեր. ո՞րն է նպատակը»։
