Վարչապետի խոսնակն անդրադարձել է «Մեղրիի միջանցքի» մասին հայտարարություններին
INTERVIEWՀայաստանի, Ռուսաստանի և Ադրբեջանի առաջնորդների միջև ձեռք բերված տարածաշրջանային ապաշրջափակման պայմանավորվածություններում որևէ «միջանցքի» հարց չի քննարկվում: «Արմենպրես»-ի հարցին ի պատասխան այս մասին հայտնեց ՀՀ վարչապետ Նիկոլ Փաշինյանի մամուլի խոսնակ Մանե Գևորգյանն՝ անդրադառնալով «Զանգեզուրի կամ Մեղրիի միջանցքի» վերաբերյալ խոսակցություններին ու հայտարարություններին:
Հարց – Ի՞նչ աշխատանքներ են տարվել Հայաստանի, Ռուսաստանի և Ադրբեջանի առաջնորդների՝ 2021 թվականի հունվարի 11-ին Մոսկվայում կայացած հանդիպումից ու տարածաշրջանում տրանսպորտային հաղորդակցությունների ապարաշրջափակման վերաբերյալ ընդունված համատեղ հայտարարությունից հետո: Աշխատանքները ո՞ր փուլում են գտնվում:
Պատասխան – Այս պահին աշխատանքները շարունակում են փորձագիտական ենթախմբերը, որոնք զբաղվում են երկաթուղային, ավտոմոբիլային և համակցված փոխադրումների հարցերով, ինչպես նաև փոխադրումների ապահովման, այդ թվում՝ անվտանգության, սահմանային, մաքսային, սանիտարական, անասնաբուժական, բուսասանիտարական և այլ տիպի հսկողության հարցերով: Տարածաշրջանում առկա տրանսպորտային կապերի ապաշրջափակման համատեքստում քննարկվել են միջազգային փոխադրումների հետ կապված անվտանգության, սահմանային, մաքսային և այլ տիպի հսկողության կազմակերպման հարցեր՝ ԱՊՀ նորմատիվ իրավական բազայի, ինչպես նաև այլ բազմակողմ միջազգային պայմանագրերի և կոնվենցիաների կարգավորումների շրջանակներում: Քննարկվում են նաև երկաթուղային և ճանապարհային ենթակառուցվածքների վերականգնման հնարավոր տարբերակները, դրանց ժամկետները, ծախսերը և տեխնիկական հնարավորությունները: Ըստ ուղղությունների և ուղիների քննարկվում են հարավային ու հյուսիսային ուղիները, ինչպես նաև վերջիններս կապող հատվածները: Նշյալ ենթախմբերի տարվող աշխատանքները դիտարկվել են նաև եռակողմ՝ փոխվարչապետերի համատեղ համանախագահության ներքո գործող Աշխատանքային խմբի կողմից:
– Ի՞նչպես կմեկնաբանեք «Զանգեզուրի կամ Մեղրիի միջանցքի» վերաբերյալ խոսակցություններն ու հայտարարությունները: Արդյոք նման հարց քննարկվում է:
– Ներկայումս փորձագիտական խմբերը կենտրոնացած են բոլոր հնարավոր ուղղություններով ենթակառուցվածքների ֆիզիկական հնարավորությունների և տեխնիկական վիճակի գնահատման աշխատանքների վրա: Որևէ «միջանցքի» կամ «միջանցքի կարգավիճակի» հարց չի քննարկվում: Նոյեմբերի 9-ի համատեղ հայտարարության մեջ խոսվում է միայն մեկ՝ Լաչինի միջանցքի մասին: Հայաստանի Հանրապետության տարածքով որեւէ միջանցքի վերաբերյալ նոյեմբերի 9-ի հայտարարության մեջ չի ասվում: Խոսքը տարածաշրջանի տրանսպորտային կոմունիկացիաների վերաբացման մասին է, ինչը հստակեցվել է հունվարի 11-ի համատեղ հայտարարությամբ:
