«Հրապարակ» թերթը գրում է. «ՀՀ ԶՈՒ ԳՇ նախկին պետ, գեներալ-լեյտենանտ Արտակ Դավթյանը պաշտպանության նախարար Վաղարշակ Հարությունյանի հրամանով ՊՆ-ում նոր պաշտոն ստացավ՝ հատուկ հանձնարարությունների գծով ավագ սպա: Որոշ տեղեկություններով, այդ պաշտոնը ստեղծվել է հատուկ նրա համար․ Փաշինյանը Դավթյանին որոշել է գործուղել ԳՇ՝ երկիշխանություն ստեղծելու և Օնիկ Գասպարյանի վրա հոգեբանական ճնշում գործադրելու համար։

Ուշագրավ է, որ Փաշինյանի լրատվամիջոցը, որն առաջինը հայտնեց այս նշանակման մասին, գրել էր, որ Ա․ Դավթյանը «ԳՇ-ում» նշանակվել է հատուկ հանձնարարությունների գծով ավագ սպա, ավելի ուշ հրապարակման միջից հանվեց «ԳՇ» բառը, քանի որ օրենքով սահմանված է ԳՇ կազմը, և նման հաստիք գոյություն չունի։

Հիշեցնենք, որ Արտակ Դավթյանը Նիկոլ Փաշինյանի իշխանության օրոք 2 անգամ բարձր պաշտոն է ստացել և պաշտոնանկ արվել։ Հեղափոխությունից հետո նա նշանակվեց ԳՇ պետ, ապա 2020-ի հունիսի 8-ին ազատվեց՝ կարանտինի ժամանակ որդու հարսանիքի հետ կապված սկանդալի պատճառով։ Հաջորդ պաշտոնն ստացել է 2020-ի հուլիսի 17-ին՝ նշանակվել է Ռազմարդյունաբերության կոմիտեի նախագահ, իսկ 2020-ի նոյեմբերի 16-ին՝ ազատվել։

ԳՇ հայտնի հայտարարությունից և Փաշինյանի կողմից Օնիկ Գասպարյանի ազատման որոշումը ստորագրվելուց հետո տեղեկություններ կային, որ Փաշինյանը նրան է տեսնում ԳՇ պետի պաշտոնում, բայց երեկվա նշանակումը հուշում է, որ Օնիկ Գասպարյանի դիրքերն ամուր են, և Սահմանադրությունն ու օրենսդրությունը հնարավորություն չեն ընձեռում այդքան հեշտ ազատվել նրանից, ուստի նոր՝ անօրինական ճանապարհներ են մտմտում»:
