«Ժողովուրդ». Ընտրական օրենսգիրքը պատրաստ է. որոնք են կարևոր փոփոխությունները
POLITICS«Ազգային Ժողովի «Իմ քայլը» խմբակցության կողմից պաշտոնապես շրջանառության մեջ է դրվել «Հայաստանի Հանրապետության ընտրական օրենսգիրք» սահմանադրական օրենքում փոփոխություններ և լրացումներ կատարելու մասին նախագծերի փաթեթը: Այն իր մեջ ներառում է նաև փոփոխություններ «Կուսակցությունների մասին», «ՏԻՄ-երի մասին» օրենքների նախագծերում:
«Ժողովուրդ» օրաթերթը տեղեկացավ, որ իշխող խմբակցությունը օրենքների նախագծերի փաթեթի շուրջ վերջնական համաձայնության է եկել այս տարվա նոյեմբերի 4-ին և վերջին շտկումներից հետո պաշտոնապես այն դրել շրջանառության մեջ: Փորձենք ներկայացնել առավել կարևոր փոփոխությունները, որոնք առաջարկվում են իշխող ուժի կողմից:
Նախ նշենք, որ նախագծով առաջարկվում է սահմանել պարզ համամասնական ընտրակարգ՝ նախապես ֆիքսված (փակ) կուսակցական ցուցակների հիման վրա՝ վերացնելով տարածքային ցուցակները, այսինքն` ռեյտինգային ընտրակարգը վերանալու է: Միևնույն ժամանակ Կենտրոնական ընտրական հանձնաժողովի համացանցային կայքում ստեղծված հարթակի միջոցով կուսակցություններին հնարավորություն է տրվում իրականացնելու իրենց ընտրական ցուցակի նախաքվեարկություն։
Նշենք, որ 2018 թվականի արտահերթ խորհրդարանական ընտրություններն անցկացվել էին վարկանիշային համակարգով:
Խորհրդարանական ընտրությունների համար նախատեսված ընտրական գրավի չափը կուսակցությունների համար նվազեցվել է՝ սահմանելով 7.5 մլն դրամ, իսկ կուսակցությունների դաշինքների համար նախատեսվում է կրկնապատկել ընտրական գրավի չափը՝ սահմանելով 15 մլն դրամ։ Կուսակցությունների համար ընտրական շեմը ևս իջեցվել է՝ սահմանելով 4 տոկոս (5 տոկոսի փոխարեն)։ Այլ մոտեցում է սահմանվել նաև կուսակցությունների դաշինքների դեպքում։ Մասնավորապես, երկու կուսակցություններից կազմված կուսակցությունների դաշինքի դեպքում ընտրական շեմը կազմում է 8 տոկոս, երեք կուսակցություններից կազմված դաշինքի դեպքում՝ 9 տոկոս, իսկ 4 և ավելի կուսակցություններից կազմված դաշինքի դեպքում՝ 10 տոկոս։
Հավելենք, որ, գործող կանոնակարգումներով, բոլոր դեպքերում դաշինքների համար անցողիկ շեմը 8 տոկոսն էր:
Փոխվել է նաև մեծամասնության լրացուցիչ մանդատների բաշխման հնարավորության հարցը, մասնավորապես՝ նախատեսվում է, որ եթե որևէ կուսակցություն մանդատների բաշխման արդյունքում ստացել է բաշխված մանդատների ընդհանուր թվի 50 տոկոսը, ապա այդ կուսակցությունը ստանում է այնքան նվազագույն թվով լրացուցիչ մանդատներ, որ արդյունքում այդ կուսակցության մանդատների քանակը տոկոսային արտահայտությամբ լինի ոչ պակաս, քան 52 տոկոս:
Նախագծով նաև վերացվել է կոալիցիաներ կազմելու կուսակցությունների թվի սահմանափակումը, ինչպես նաև էապես ավելացվել է կոալիցիա կազմելու համար նախատեսված ժամանակահատվածի տևողությունը:
Մի խոսքով, իշխանությունները ընտրությունների գնալու համար արդեն իրավաբանորեն պատրաստել են ցանկալի հարթակը»,-գրում է թերթը:
