«Փաստ» օրաթերթը գրում է

Հայաստանի ազգային պոլիտեխնիկական համալսարանն այս օրերին զբաղված է ռեկտորի ընտրություններով։ Մարտի 1-ին տեղի ունեցավ բուհի հոգաբարձուների խորհրդի նիստը՝ ռեկտորի թափուր պաշտոնի համար հայտարարված մրցույթի օրակարգով։ Վեց թեկնածուներից (երկուսը ինքնաբացարկ հայտարարեցին) առաջին փուլում առավելագույն ձայներ հավաքեց ՀԱՊՀ պրոռեկտոր, աշխատակազմի ղեկավար Գոռ Վարդանյանը։ Համաձայն քվեարկության արդյունքների և ՀԱՊՀ ռեկտորի ընտրության կարգի, արդեն երկուշաբթի կանցկացվի բուհի ռեկտորի ընտրության քվեարկության երկրորդ փուլը, որին կմասնակցի առավելագույն ձայն հավաքած թեկնածուն՝ Գոռ Վարդանյանը: Ռեկտոր ընտրվելու համար Գոռ Վարդանյանին անհրաժեշտ է ստանալ հոգաբարձուների խորհրդի անդամների 50 %+1 ձայն։Պոլիտեխնիկի Տեղեկատվական տեխնոլոգիաներ և ավտոմատացում ամբիոնի դոցենտ Դավիթ Ղազարյանը‚ ով նույնպես առաջին փուլում մասնակցում էր ռեկտորի պաշտոնի համար հայտարարված մրցույթին‚ «Փաստի» հետ զրույցում նշեց‚ որ ամբողջ գործընթացը հապճեպ է հայտարարվել ու անցկացվում։

«Հունվարի 22-ին հոգաբարձուների խորհուրդը փոխել է ռեկտորի ընտրության կարգը‚ հունվարի 27-ին հայտարարել է մրցույթի մասին՝ ընտրության օր նշանակելով մարտի 1-ը։ Ճիշտ է‚ ՀԱՊՀ ռեկտորի ընտրության կարգի կետերը պահպանված են‚ սակայն հապճեպությունը կասկածի տեղիք է տալիս։ Այս ընթացքում ես բարձրաձայնել եմ ընթացակարգային խախտման վերաբերյալ‚ որոնք նկատել եմ։Խոսքը‚ մասնավորապես‚ ռեկտորի ընտրության կարգի 16-րդ կետի մասին է, որի համաձայն՝ հոգաբարձուների խորհրդի բոլոր անդամները 7 աշխատանքային օր առաջ պետք է ստացած լինեին փաստաթղթերի ամբողջ փաթեթը։ Այդ կետը հոգաբարձուների խորհրդի տարբեր անդամներ ըստ իրենց հայեցողության և տարբեր կերպ կարող են մեկնաբանել։ Հավանաբար, հատուկ էլ այդպես արված էր։ Բացի այդ‚ ընտրության օրն է պարզվել‚ թե թեկնածուները քանի րոպե պետք է խոսեն և ներկայացնեն համալսարանի զարգացման իրենց հայեցակարգերը։ Հաշվի առնելով այս հանգամանքները՝ ես մինչև ընտրությունները նշել եմ‚ ընտրության օրը բուհի հոգաբարձուների խորհրդի նախագահին նույնպես տեղեկացրել եմ‚ որ դիմելու եմ դատարան։ Եվ մոտ օրերս հայտ կներկայացվի դատարան»‚- ասում է պարոն Ղազարյանը և ավելացնում‚ որ առաջին փուլում թեկնածուների ստացած ձայները կանխատեսելի էին։

Ինչ վերաբերում է ընտրության երկրորդ փուլին‚ ապա Դավիթ Ղազարյանը հույս է հայտնում‚ որ այս փուլում ռեկտոր չի ընտրվի‚ մրցույթը չեղյալ կհամարվի‚ և կկարողանան նոր ընտրություն կազմակերպել այն ժամանակ‚ երբ ուժի մեջ կմտնի «Բարձրագույն կրթության և գիտության մասին» նոր օրենքը‚ կձևավորվի հոգաբարձուների խորհրդի նոր կազմ‚ կընդունվի ՀԱՊՀ ռեկտորի ընտրության նոր կարգ։ «Տպավորություն կա‚ որ ընտրությունը հապշտապ անցկացվում է մինչև «Բարձրագույն կրթության և գիտության մասին» նոր օրենքի ուժի մեջ մտնելը»‚- նշում է Դավիթ Ղազարյանը։
