Մարտի 17-ին ԱԳ նախարարի տեղակալ Արտակ Ապիտոնյանը ելույթ է ունեցել ՄԱԿ-ի Եվրոպական տնտեսական հանձնաժողովի (ԵՏՀ) Կայուն զարգացմանը նվիրված տարածաշրջանային ֆորումի բարձրաստիճան հատվածի ընթացքում։ Այս մասին հյատնում է ՀՀ արտաքին գործերի նախարարությունը։

«Ֆորումն այս տարի նվիրված էր COVID-19 համավարակից կայուն վերականգնմանը, ինչպես նաև՝ ԵՏՀ տարածաշրջանում կայուն զարգացման 2030 օրակարգի իրականացմանն ուղղված քայլերին։

Իր ելույթում Արտակ Ապիտոնյանն ընդգծեց, որ համավարակի տարածման հենց սկզբից Հայաստանը եղել է միջազգային ջանքերի մեկտեղման և համագործակցության խորացման ջատագովներից մեկը՝ կարևորելով ՄԱԿ-ի և Առողջապահության համաշխարհային կազմակերպության դերը համավարակի դեմ պայքարի համակարգման գործում։ Հայաստանը միացել է մի շարք միջազգային նախաձեռնությունների, ներառյալ՝ COVAX ծրագրին, որոնք կարող են խթանել երկրների միջև փոխգործակցության խորացումը բոլոր մակարդակներում։

Նախարարի տեղակալը նշեց, որ ազգային մակարդակում Հայաստանի կառավարությունն ավելի քան 20 ծրագիր է իրականացրել՝ համավարակի սոցիալ-տնտեսական հետևանքների մեղմացման, բնակչության խոցելի խմբերին օժանդակության տրամադրման և համավարակի պատճառով տուժած բիզնեսներին սատարելու ուղղությամբ։

Արտակ Ապիտոնյանն անդրադարձավ 2020թ․ սեպտեմբերի 27-ին Ադրբեջանի կողմից սանձազերծված լայնածավալ ռազմական ագրեսիային, որի արդյունքում առաջացել են մարդասիրական բնույթի նոր մարտահրավերներ թե՛ Հայաստանում, և թե՛ Արցախում՝ զգալիորեն բարձրացնելով ճնշումը սոցիալ-տնտեսական և առողջապահական համակարգերի վրա, որոնք արդեն իսկ գերծանրաբեռված էին համավարակի պատճառով։

Վերջինս նշեց, որ չնայած իր իսկ ստանձնած միջազգային պարտավորություններին՝ Ադրբեջանն արգելափակում է Լեռնային Ղարաբաղ հումանիտար մուտքը, այդ թվում՝ ՄԱԿ-ի մարդասիրական օգնության առաքելությունների համար, որն իր բացասական հետևանքներն է թողնում Արցախում համավարակի տարածման կանխման ու հետևանքների հաղթահարման համար:

Ադրբեջանի վարած այդ քաղաքականությունը հակասում է նաև վերջերս ՄԱԿ-ի Անվտանգության խորհրդում ընդունված 2565 բանաձևի դրույթներին, որով պահանջվում է ապահովել հումանիտար և բժշկական անձնակազմի անխափան մուտքը հակամարտության գոտիներ, որպեսզի դյուրացնեն COVID-19-ի դեմ պատվաստումը։

Եզրափակելով ելույթը՝ Արտակ Ապիտոնյանը նշեց, որ Հայաստանը շարունակելու է սատարել արդյունավետ և համագործակցային բազմակողմ ինստիտուտներին, որոնք կարևոր դեր ունեն COVID-19 համավարակից կայուն վերականգնման գործում»,- ասված է հայտարարության մեջ:
