«Խորհրդարանում մարտի 19-ին երկրորդ ընթերցմամբ և ամբողջությամբ ընդունված «ՀՀ դատական օրենսգիրք» սահմանադրական օրենքում և մի շարք այլ օրենքներում փոփոխությունների փաթեթը վրդովմունք է առաջացրել դատական համակարգի ներկայացուցիչների մոտ: Բանն այն է, որ այս փոփոխություններով նախ նոր լիազորություններ են տրվել Բարձրագույն դատական խորհրդին, որը կատարվել է ԲԴԽ նորընտիր անդամ Գագիկ Ջհանգիրյանի միջնորդությամբ, և, բացի այդ, արվել են փոփոխություններ, որոնք, դատավորների խոսքով, կարող են իրենց համար զսպաշապիկ հանդիսանալ:

Մասնավորապես, դատավորներին անհանգստացրել է այն դրույթը, համաձայն որի՝ դատավորին կարգապահական պատասխանատվության ենթարկելու համար ՀՀ արդարադատության նախարարից և Դատավորների ընդհանուր ժողովի էթիկայի և կարգապահական հարցերի հանձնաժողովից բացի, ԲԴԽ-ին դիմելու հնարավորություն կունենան նաև քաղաքացիները: Ընդ որում, հստակեցված չէ, թե դա որ փուլում կարող է կատարվել, ինչը ենթադրում է, որ դատավարության ցանկացած փուլում նման գործողությունը հնարավոր է:

Այսինքն` արդարադատություն իրականացնող դատավորներին առավել ակտիվ քաղաքացիները կկարողանան վերցնել վերահսկողության տակ` դրանից բխող բոլոր վատ հետևանքներով: Հավելենք, որ խորհրդարանում այս փոփոխությունները քննդատել էին ինչպես ընդդիմության ներկայացուցիչները, այնպես էլ անկախ պատգամավորները:

Եվ այս նախագիծը, «Ժողովուրդ» օրաթերթի տեղեկություններով, կյանքի չի կոչվի: Այն բողոքարկվելու է Սահմանադրական դատարանում, որտեղ, ըստ շատ իրավաբանների, փշրվելու է»,-գրում է թերթը:
