Մաս 3. Խաչիկ Ասրյանի՝ Ռազմական և Սոցիալական Հայաստան կառուցելու Ազգային Ծրագրի գլխավոր դրույթները (շարունակելի)

3-րդ՝ Աստծո յուրաքանչյուր օրը՝ 24-ժամյա ռեժիմով (երեք հերթափոխով), հզորացնել Հայաստանի, Արցախի և Հայ Ազգի անվտանգության պահպանման գլխավոր երաշխավոր Հայոց Ազգային Բանակն՝ այդ թվում՝
ա) հինգ տարվա ընթացքում՝ Հայաստանի Հանրապետության Զինված Ուժերի ցամաքային և օդային ամբողջ տեխնիկան փոխարինել ժամանակակից, արդիական տեխնիկայով, իսկ ամբողջ հին տեխնիկան օգտագործել որպես ուսումնական միջոց:
բ) Արդիականացնել Հայաստանի, Արցախի և Ադրբեջանի ու Նախիջևանի հետ սահմանագծի ողջ երկայնքով առկա ինժեներական պաշտպանական կառույցները, ստեղծել և կատարելագործել հուսալի պաշտպանական 2-րդ և 3-րդ բնագծեր:
գ) Մեկ տարվա ընթացքում և դրանից հետո՝ սահմանային առաջնագծում մարտական հերթապահություն միշտ պետք է իրականացնեն բացառապես պայմանագրային զինծառայողները: Մեկ տարվա ընթացքում՝ յուրաքանչյուր պայմանագրային զինծառայողի աշխատավարձը դարձնել նվազագույնը 300.000 դրամ, երկրորդ տարում՝ նվազագույնը 400.000 դրամ, երրորդ տարում՝ նվազագույնը 500.000 դրամ, և այս չափը կպահպանվի առաջիկա հինգ տարվա ընթացքում:
դ) Երկրորդ տարվանից սկսած՝ պարտադիր ժամկետային զինծառայողներն էլ չեն ծառայի մարտական հերթապահությունում, այլ զորամասերում կզբաղվեն մարտական պատրաստությամբ:
ե) Հաշվի առնելով Հայկական Բարձրավանդակի աշխարհագրական դիրքը, Ադրբեջանի, Նախիջևանի և Թուրքիայի կողմից Հայաստանի, Արցախի և Հայ Ժողովրդի դեմ անընդհատ վերսկսվող պատերազմական գործողությունների սպառնալիքը՝ Հայաստանի Ազգային Ժողովը պետք է պարտադիր օրենք ընդունի առ այն, որ Հայաստանում բարձր պաշտոններ զբաղեցնող արական սեռի ներկայացուցիչները պետք է պարտադիր ժամկետային ծառայություն անցած լինեն բանակում՝ բացառությամբ կոնկրետ գիտությամբ զբաղվելու, մշակութային և սպորտային համաշխարհային արդյունքներ ցուցաբերելու համար բանակից ազատվածների:
