«Չորրորդ իշխանություն» թերթը գրում . «Երեկ ԱԺ պատգամավոր, գեներալ Սեյրան Սարոյանը մի այնպիսի բան ասաց, որ դրանից հետո Բաքուն պիտի կապիտուլյացիայի մասին հայտարարի:

Սեյրան Սարոյանին ասում են, թե բա բարձրաստիճան պաշտոնայների զավակներն իսկի չեն ծառայում, ուր մնաց գնան սահման՝ առաջին գիծ: Պատգամավորը պատասխանել է. «Որ կռիվ եղավ, առաջինը ես եմ էթալու, իրանք (այսինքն բարձրաստիճան պաշտոնյաները) ավելի շատ բան ունեն կորցնելու, քան էն քյասիբի տղեն»:

Սա վերջն է: Այսինքն, գեներալն ակամա խոստովանում է, որ մեր բարձրաստիճան պաշտոնյաների համար պետությունն իրենց սեփական ունեցվածքն ու կապիտալն է: Ու քանի դեռ այդ ունեցվածքին անմիջական վտանգ չի սպառնում, ուրեմն սահմանը պետք է քյասիբները պահեն: Թքած ծառայության վրա էլ, ճակատ գնալու վրա էլ:

Սեյրան Սարոյանի խոսքերը թերեւս բնութագրում են հայ ժողովրդի ամբողջ պատմությունը: Դեռ վաղ միջնադարում մեր հայոց նախարարներից յուրաքանչյուրը փակվում էր իր տարածքում, մարզում, բերդում, բյուզանդացին էլ, հռոմեացին, պարսիկը գալիս, հերթով ջարդում էին նրանց: Մինչ թշնամին չէր մոտենում նախարարի մարզին, ձայն չէր հանում, հարեւան նախարարին օգնության չէին հասնում: Բայց հենց հակառակորդի զորքերը արդեն վտանգ էին սպառնում կոնկրետ նախարարին, այսինքն նրա ունեցվածքին՝ մինչեւ վերջին մարդը դիմադրում էին: Իհարկե, հիմնականում կոտորվում էին, կամ էլ ստիպված՝ մնում թշնամու բարեսրտության հույսին, կամ էլ անցնցում նրա կողմը:

Ըստ էության, շատ քիչ բան է փոխվել: Ունենք արդեն ձեւավորված խավ, կաստա, որն իր արժանապատվությունից ցածր է համարում նաեւ բանակում ծառայելը»:
