«Իշխանությունը կարող է լինել լավը կամ վատը, արդյունավետ կամ անարդյունավետ, ազնիվ կամ կոռումպացված․․․ Բոլոր թվարկված և էլի շատ այլ որակներ կրող ցանկացած իշխանություն, սակայն, եթե խոսքը հարաբերականորեն նորմալ իշխանության մասին է, առաջնորդվում է մեղսունակության կանխավարկածով։ Այսինքն՝ իշխանությունը կարող է լինել շատ վատը, շատ անարդյունավետ, անգամ ապօրինի, բայց չլինել անմեղսունակ։

Հայաստանի ներկայիս իշխանության պարագայում, սակայն, գործում է ոչ թե մեղսունակության, այլ խելագարության կանխավարկածը, որն իշխանության ներկայացուցիչներն ապացուցում են ամեն օր։

Պետության ղեկավարի համար սուտ խոսելը դարձել է բնականոն ու օրինաչափ զբաղմունք։ Նրա ստերի մասշտաբները հասել են տիեզերական մակարդակի, և դրանց հերքմամբ արդեն զբաղվում են այլ պետությունների տարբեր գերատեսչություններ։ Բայց անգամ միջպետական մակարդակի ստերի բացահայտումից հետո ստարշավը շարունակվում է․ մի օր հայտարարվում է, որ ինքնաթիռները հրթիռներ են արձակել, օրեր անց պարզվում է՝ դրանք այդքան էլ հրթիռներ չէին, հետո ասվում է, թե հրթիռներ ընդհանրապես չկային… Նախարարի պաշտոն զբաղեցնող առաքիչը խոսում է այս կամ այն ոլորտի եռանիշ աճի մասին՝ տնտեսության ընդհանուր աճին համեստորեն հատկացնելով ընդամենը 10 տոկոս, երբ նրա իսկ ներկայացրած իշխանության մեկ այլ մարմին նախօրեին հրապարակում է գրեթե երկնիշ անկման մասին պաշտոնական տեղեկատվություն։
Խելագարության կանխավարկածն ամենուր է:

Երկրի խորհրդարանն անմեղսունակության իսկական դարբնոց է, պատգամավորների ամեն մի հայտարարություն՝ հոգեբուժական ատենախոսության հարուստ նյութ։
Պետությունն արդեն երեք տարի ապրում է խելագարության կանխավարկածով։ Հայաստանը հոգեբուժարան է՝ բաց երկնքի տակ, հազարավոր պացիենտների ներկայությամբ ու բժիշկների անհույս բացակայությամբ։

Ու հենց այդ՝ խելագարության կամ անմեղսունակության կանխավարկածով են կայացվում որոշումներ, ընդունվում օրենքներ, որոնք պետք է կարգավորեն հետպատերազմական ավերակների վերածված պետության կյանքը։ Ակնկալիքը, որ խելագարության կանխավարկածով առաջնորդվող իշխանությունը կարող է խելամիտ որոշումներ կայացնել, ոչ պակաս անմեղսունակություն է։ Իրավիճակի ողբերգականությունն ավելի արտահայտիչ է դառնում այն իրողության պայմաններում, որ պետական կառավարման համակարգի պայմանական շիզոֆրենիան ուղեկցվում է հանրության առնվազն մի հատվածի փսիխոզով, ինչը հաճախ բացառում է խելամտության որևէ արտահայտություն տեղի ունեցող գործընթացներում։

Հայաստանը բուժման կարիք ունի՝ բառի ուղիղ և փոխաբերական իմաստներով։ Դատելով խելագարության կանխավարկածի տարածվածությունից, ըստ ամենայնի, առանց վիրահատական բուժման՝ առողջացման հնարավորությունները չնչին են։ Դրանք էլ ավելի են նվազում այն պատճառով, որ հիվանդը ոչ միայն առողջանալու ցանկություն չի հայտնում, այլև դիմադրում է բուժման ցանկացած փորձի։ Փսիխոզը պարգևում է ողբերգական իրականության երանելիության զգացողություն։
