«Ժողովուրդ» օրաթերթը գրում է.
Այսօր Ազգային ժողովն արտահերթ նիստում քննարկելու է ՀՀ ընտրական օրենսգրքի նախագիծը, որով իշխանությունները ցանկանում են հունիսի 20-ին կայանալիք արտահերթ խորհրդարանական ընտրություններն անցկացնել համամասնական ընտրակարգով։

Սակայն «Ժողովուրդ» օրաթերթը իր լավատեղյակ աղբյուրներից տեղեկացավ, որ ՀՀ կենտրոնական ընտրական հանձնաժողովը առարկություններ է ուղարկել ՀՀ արդարադատության նախարարություն՝ ՀՀ ընտրական օրենսգրքի փոփոխությունների նախագծի վերաբերյալ։

Մեր տեղեկություններով՝ այդ առարկությունների մեջ հիմնականում Ընտրական օրենսգրքում առաջարկվող ռեյտինգային ընտրակարգի փոխարինումն է 100% համամասնական ընտրակարգով։

Եվ, պարզվում է, միայն այս մեկ դրույթի փոփոխությունը շղթայաբար բազմաթիվ փոփոխություններ է պարտադրում։
Ընտրական կարգի փոփոխությանը դեմ է արտահայտվում հենց Կենտրոնական ընտրական հանձնաժողովը։
Մասնավորապես, ԿԸՀ նախագահ Տիգրան Մուկուչյանը նաեւ իշխող խմբակցության որոշ պատգամավորների հետ քննարկումների ժամանակ այն տեսակետն է հայտնել, որ օրենսգրքի փոփոխությունները կդժվարացնեն ընտրությունների անցկացումը, քանի որ արդեն հայտարարված են ժամկետներ, եւ որ այդ փոփոխություններից հետո ընտրությունների նախապատրաստումը, հաշվարկը, փոքրամասնությունների ներկայացվածությունը եւ այլ հարցեր պետք է վերանայվեն։ Մուկուչյանն այդ փաթեթի վերաբերյալ առարկություններ է ներկայացրել՝ հիմնավորապես բացատրելով, որ ընդունվելու պարագայում շատ դժվարություններ կառաջանան։

Բացի այդ, հիշեցնենք, որ Վենետիկի հանձնաժողովը ունի հստակ սկզբունքներ. ընտրություններ չեն կարող տեղի ունենալ ընտրական օրենսգրքի փոփոխություններից 6 ամիս շուտ ժամկետում։ Բացի այդ, ԸՕ-ն պետք է ընդունվի լայն քաղաքական կոնսենսուսով։

«Ժողովուրդ» օրաթերթը փորձեց մեկնաբանություն ստանալ ԿԸՀ նախագահ Տիգրան Մուկուչյանից նրա ուղարկած առարկությունների վերաբերյալ, սակայն նա տեւական ժամանակ է՝ չի պատասխանում մեր զանգերին, իսկ, ահա, ԿԸՀ լրատվական բաժնից մեզ հայտնեցին, որ այս փուլում որոշել են ձեռնպահ մնալ ընտրությունների եւ Ընտրական օրենսգրքի վերաբերյալ մեկնաբանություններից։

Վերջում հավելենք, որ իրականում Նիկոլ Փաշինյանը չի ցանկանում ընտրությունների գնալ առանց ռեյտինգային ընտրակարգի։

Պարզապես խմբակցության՝ հասարակական կազմակերպություններ ներկայացնող թեւը պնդում է, որ պետք է ԸՕ-ն փոխվի, եւ լինի 100% համամասնական։ Դա է պատճառը, որ արտահերթով հարցը մտել է ԱԺ օրակարգ։
