Մանկավարժահոգեբանական ծառայությունների տրամադրումը կդառնա ավելի մատչելի. ԿԳՄՍՆ
SOCIETY
ՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարարությունը հանրային քննարկման է ներկայացրել «Տարածքային մանկավարժահոգեբանական աջակցության կենտրոնների գործունեության ֆինանսավորման կարգում» փոփոխություններ կատարելու մասին ՀՀ կառավարության որոշման նախագիծը:
Ընթացիկ իրավիճակը
Գործող կարգով սահմանված չեն տարածքային մանկավարժահոգեբանական աջակցության կենտրոնների գործունեության հետ կապված անհրաժեշտ ուսումնաօժանդակ անձնակազմի հստակ ձևակերպումը և պահպանման ծախսերի հաշվարկը: Բացակայում է նաև տարածքային մանկավարժահոգեբանական աջակցության կենտրոնների կազմում գործող մասնաճյուղերի ֆինանսավորման կարգը:
Նախագծի նպատակը
Նախագծի համաձայն՝ տարածքային մանկավարժահոգեբանական աջակցության կենտրոնների գործունեության ֆինանսավորման ավելացում է նախատեսվում: Կարգի փոփոխության նպատակն է համընդհանուր ներառական կրթության համակարգի ներդրման համատեքստում բարձրացնել մանկավարժահոգեբանական ծառայությունների տրամադրման մատչելիությունը: Ըստ այդմ՝ կարգում կատարված փոփոխությունը հնարավորություն կընձեռի առավել արդյունավետ իրականացնել կրթությանն աջակցող մանկավարժական և հոգեբանական ծառայությունները, մասնավորապես տարածքային մանկավարժահոգեբանական աջակցության կենտրոնների կողմից ուսումնամեթոդական, հոգեբանական և մանկավարժական աջակցություն ցուցաբերել ամրացված տարածքի յուրաքանչյուր ուսումնական հաստատությունում սովորող երեխաներին, ծնողներին և մանկավարժական աշխատողներին:
Նախագծի ընդունումը նպատակ ունի նաև շարունակական աջակցություն տրամադրել կրթության առանձնահատուկ պայմանների կարիք ունեցող երեխաներին՝ համաձայն անհատական ուսուցման պլաններով սահմանված աջակցության ժամանակցույցի և ծավալի, որի ընթացքում անհատական ուսուցման պլանով աշխատելու գործընթացից սահուն տեղափոխում կապահովիի դեպի հանրակրթական ուսումնական պլանով ուսուցում և հակառակը:
Ֆինանսավորման նոր բանաձև
Տարածքային մանկավարժահոգեբանական աջակցության կենտրոնի տարեկան ֆինանսավորման չափը որոշվում է մանկավարժահոգեբանական և ոչ մանկավարժահոգեբանական անձնակազմերի ամսական աշխատավարձային ֆոնդի, բարձրլեռնային բնակավայրերում տեղակայված կենտրոնների աշխատողներին տրվող լրավճարի, ինչպես նաև կենտրոնի պահպանման տարեկան ծախսերի գումարով:
2022 թվականի սեպտեմբերի 1-ից տարածքային մանկավարժահոգեբանական աջակցության կենտրոնների կողմից սպասարկվող տարածքներում աշակերտների թվին են գումարվելու նաև կենտրոնի կողմից սպասարկվող նախադպրոցական ուսումնական հաստատությունների սաների թիվը, իսկ 2023 թվականի սեպտեմբերի 1-ից՝ նաև կենտրոնի կողմից սպասարկվող նախնական մասնագիտական (արհեստագործական) և միջին մասնագիտական կրթական հաստատությունների ուսանողների թիվը։
