Կառավարությունն օրենսդրորեն կարգավորում է հոգեկան խնդիրներ ունեցողներին ծառայությունների մատուցման կարգը

 ՀՀ աշխատանքի և սոցիալական հարցերի նախրարությունը կարգավորում է  հոգեկան առողջության խնդիրներ ունեցող անձանց խնամքի և սոցիալական սպասարկման այլընտրանքային ծառայությունների տրամադրման հետ կապված հարաբերությունները շուրջօրյա խնամքի տներում: Այդ նպատակով, կառավարության հաստատմանն է ներկայացվել շուրջօրյա խնամքի տներում հոգեկան առողջության խնդիրներ ունեցող անձանց խնամքի և սոցիալական սպասակման այլընտրանքային ծառայությունների տրամադրման կարգը: «Արմենպրես»-ի հաղորդմամբ` նշվա նախագիծն ընդգրկված է գործադիրի դեկտեմբերի 17-ի նիստի օրակարգում:  

«Ակնկալվում է, որ իրավական ակտի ընդունման արդյունքում հոգեկան առողջության խնդիրներ ունեցող անձանց տրամադրվող այլընտրանքային ծառայությունների ոլորտում, մասնավորապես` ոչ պետական կազմակերպությունների կողմից  ստեղծված շուրջօրյա խնամքի տների գործունեության պարագայում կունենանք օրենսդրական կարգավորում, ինչը մինչ օրս  բաց էր մնացել: Բացի այդ, իրավական ակտի ընդունումը կստեղծի անհրաժեշտ նախապայմաններ՝ հոգեբուժական խոշոր հաստատությունների և բնակչության սոցիալական պաշտպանության հաստատությունների որոշակի բեռնաթափման համար, թ ույլ կտա այդ հաստատություններն աստիճանաբար փոխարինել այլընտրանքային ծառայություններով»,- ասված է նախագծի հիմնավորման մեջ:

Հաստատվող կարգով սահմանվում են շուրջօրյա խնամքի տան հասկացությունը, շուրջօրյա խնամքի տներում հոգեկան առողջության խնդիրներ ունեցող անձանց խնամքի տրամադրման նպատակը և սկզբունքները, շուրջօրյա խնամքի տներին ներկայացվող ընդհանուր պահանջները, կարգավորվում են հոգեկան առողջության խնդիրներ ունեցող անձանց ընդունելության և դուրսգրման, խնամքի և սոցիալական այլ ծառայությունների տրամադրման, ինչպես նաև նրանց սոցիալական ներառմանն աջակցելու հետ կապված հարաբերությունները:

Ներկայում հոգեկան առողջության պահպանման, վերականգնման և խնամքի ծառայությունների տրամադրմանն ուղղված ծրագրեր են իրականացվում ինչպես Հայաստանի Հանրապետության առողջապահության, այնպես էլ սոցիալական պաշտպանության ոլորտում: ՀՀ-ում հոգեկան առողջության ոլորտում գործում են շուրջօրյա խնամքի ծառայություններ մատուցող վեց և ցերեկային խնամքի ծառայություններ մատուցող երեք կենտրոններ:
