Առկա են լուրջ կասկածներ, որ Թուրքիան և Ադրբեջանն ապաշրջափակման խոսույթն օգտագործում են Հայաստանի վրա հավելյալ ճնշում բանեցնելու և Հայաստանի շրջափակումը խորացնելու ուղղությամբ: Այս մասին Tert.am-ի հետ զրույցում ասաց էներգետիկ հարցերով ՄԱԿ-ի ազգային փորձագետ Արա Մարջանյանը՝ անդրադառնալով Թուրքիայի և Ադրբեջանի հետ տնտեսական կապեր ունենալու և ճանապարհների ապաշրջափակման խնդրին:

«Տեսականորեն ճանապարհների և կոմունիկացիոն ուղիների ապաշրջափակումը դրական կազդի ամբողջ տարածաշրջանի և մասնավորապես՝ Հայաստանի վրա, ուղղակի այդ խնդիրը պետք է դիտարկել համալիր, չմոռանալ, որ Հայաստանը գտնվում է շրջափակման մեջ, դա վերաբերում է նավթատարներին, գազատարներին, երկաթուղուն, օպտիկամալուխային կոմունիկացիոն համակարգերին, աերոնավիգացիոն ուղիներին և այլն»,- ասել է Մարջանյանը:

Մարջանյանի խոսքով՝ խնդիրը պետք է դիտարկել համալիր գործընթացներում՝ չկորցնելով, չզիջելով ոչ մի միլիմետր սուվերենությունից և սեփական տարածքների վրա հսկելիությունից. «Պետք է խոսակցությունը տանել համարժեքորեն և հավասար հիմունքներով՝ տարածաշրջանի բոլոր երկրների մեջ: Եթե այս խնդիրները, դրույթները ապահովվեն, իհարկե, ապագա շրջափակումը դրական կազդի տարածաշրջանի և Հայաստանի վրա, ուղղակի խնդիրն այն է, որ առկա են լուրջ կասկածներ, որ գործընկերները հակված են այդ խնդիրները լուծելուն»:

Անդրադառնալով Թուրքիայի կողմից Վրաստանում կառուցվող հիդրոէլեկտրակայանին՝ Մարջանյանը նշեց, որ խնդիրը պետք է դիտարկել պրոֆեսիոնալ մակարդակում, պետք է  ուսումնասիրվեն բոլոր հանգամանքները, որպեսզի Հայաստանի ջրային ոլորտում խնդիրներ չառաջանան.

«Հայաստանը հասկանալիորեն չի կարող դեմ լինել, որ Վրաստանում հէկ և այլ տնտեսական օբյեկտ կառուցեն, բայց Հայաստանը կարող է դեմ լինել, եթե հէկ-ի կառուցումը փոխում է ջրհոսքների ռեժիմը ի վնաս Հայաստանի՝ հարուցելով բնապահպանական և տնտեսական ոչ ցանկալի իրադրություններ:

Ինքնին երևույթին Հայաստանը դեմ չէ, ուղղակի պետք է հասկանա՝ ինչ գետի մասին է խոսքը գնում, արդյոք այդ գետի հոսքի կառավարումը կամ օգտագործումը բացասաբար կանդրադառնա Հայաստանի ջրային ռեժիմի վրա և միայն դրանից հետո պետք է խոսել այլ խնդիրներից: Հայտնի է, որ Թուրքիայում Արաքս գետի վտակների վրա կառուցված հէկ-երը որոշակիորեն փոխեցին Արաքսի հոսքը, որը Հայաստանում, Արցախում և նույնիսկ Ադրբեջանում հանգեցրեց որոշ խնդիրների, այնպես որ դա սովորական երևույթ է: Ջրի հոսքի կառավարման հարցերը միջպետական համակարգում ներկայումս սուր բնույթ են կրում, հիշենք Թուրքիա-Սիրիա, Եթովպիա-Եգիպտոս և այլ հարաբերությունները»:

Անդրադառնալով ՌԴ-ի կողմից Հայաստանում նոր ատոմակայանի կառուցմանը, Մարջանյանն ասաց, որ ռազմավարական գործնկերոջ հետ ատոմակայան կառուցելու մտադրությունը եղել է Կառավարության որոշումը, Փաշինյան-Պուտին հանդիպման ժամանակ տեղյակ է պահվել Հայաստանի մտադրության մասին. «Հանդիպման ժամանակ մենք հետաքրքրությունը հայտնեցինք, որ Ռուսաստանը օժանդակի Հայաստանին այս ուղղությամբ, իհարկե, դա չափազանց խրախուսելի և հեռանկարային ծրագիր կլինի Հայաստանի համար»:
