Նոր համայնքներ կմիավորվեն․ ինչ փոփոխություններ են սպասվում․ «Ժողովուրդ»

«Ժողովուրդ» օրաթերթը գրում է․ «Իշխանությունները նպատակ ունեն այս տարի՝ հնարավոր արտահերթ խորհրդարանական ընտրություններից հետո, համայնքների միավորման ծրագրեր իրականացնել Արագածոտնի, Արարատի, Արմավիրի, Կոտայքի, Լոռու, Շիրակի մարզերում: «Ժողովուրդ» օրաթերթը տեղեկացավ, որ միավորման ծրագրերում ներգրավված է լինելու թվով 186 համայնք, որոնց միավորման արդյունքում ձեւավորվելու է թվով 11 համայնք: Ընդ որում, այդ համայնքների գերակշռող մասի ՏԻՄ-երի լիազորությունները լրանում են 2021 թվականի սեպտեմբեր-հոկտեմբեր ամիսներին, եւ հենց դա է պատճառը, որ իշխանությունները որոշել են նոր օրենսդրական փոփոխությամբ հանդես գալ:
Մասնավորապես, «Իմ քայլը» խմբակցության «հայտնի իրավաբան» Վահագն Հովակիմյանը, որը ավարտել է ԵՊՀ փիլիոսոփայության, սոցիոլոգիայի, հոգեբանության եւ քաղաքագիտության ֆակուլտետը, հանդես է եկել ««Տեղական հանրաքվեի մասին» օրենքում փոփոխություններ եւ լրացում կատարելու մասին» օրենքի նախագծով եւ ցանկանում է ամրագրել, որ այդ համայնքներում կարող են համայնքների խոշորացումից առաջ իրականացվել տեղական հանրաքվեներ:
Նկատենք, որ այդ համայնքներում հանրաքվեի իրազեկումը նախատեսվում է իրականացնել ԱԺ արտահերթ ընտրություններից հետո՝ հունիս ամսվա վերջին, իսկ «Տեղական հանրաքվեի մասին» օրենքով ներկայումս սահմանված ժամկետները խնդիրներ կառաջացնեն ««Հայաստանի Հանրապետության վարչատարածքային բաժանման մասին» օրենքում փոփոխություններ կատարելու մասին» օրենքը 2021 թվականի աշնանը ԱԺ կողմից ընդունելու եւ ՏԻՄ-եր ձեւավորելու տեսանկյունից: Այսինքն՝ ստացվում է՝ արտահերթ ընտրություններից հետո իշխանությունները նպատակ ունեն նաեւ համայնքների խոշորացում, ապա եւ ՏԻՄ ընտրություններ իրականացնել եւ արդեն նոր նախագծեր են ներկայացնում այդ մասով: Նաեւ Երեւանում կլինեն քաղաքապետի ընտրություններ»։
