Սփյուռքի մեր հայրենակիցներին ՀՀ կառավարման համակարգում ներգրավելու վերաբերյալ

Ինչպես շատերդ գիտեք, ՀՀ Կառավարության անդամը (վարչապետ, փոխվարչապետ, նախարար), գործող Սահմանադրությամբ, կարող է լինել միայն ՀՀ քաղաքացի, ընդ որում՝ ոչ պակաս, քան վերջին 4 տարում։ Միաժամանակ՝ նա պետք է նույնքան ժամանակահատվածի չափով բավարարի նստակեցության ցենզը (Սահմանադրության 48-րդ հոդվածի 2-րդ և 148-րդ հոդվածի 1-ին մասերի կարգավորում)։
Այսինքն՝ տվյալ նորմն ուղղակի արգելք է սփյուռքից մեր հայրենակիցներին և նրանց հմտությունները, կապերն ու այլ հնարավորությունները պետության կառավարման կարևորագույն գործառույթներին ուղղակի ներգրավելու համար։
Սա անընդունելի կարգավորում է ներպետական կառավարման համակարգում, հատկապես ներկայիս աղետալի իրադրությունում, բարձր որակավորմամբ կադրերի սղության պայմաններում։
Ըստ այդմ՝ «Լուսավոր Հայաստան»-ը նախատեսում է փոփոխություն կատարել Սահմանադրության 148-րդ հոդվածի 1-ին մասում՝ խմբագրելով այն այնպես, որ Կառավարության անդամ (բացառությամբ՝ վարչապետի) կարողանա լինել 25 տարին լրացած, հայերենին տիրապետող ՀՀ գործունակ քաղաքացին՝ անկախ այլ պետության քաղաքացի լինելու հանգամանքից, ՀՀ քաղաքացիությունն ստանալու ժամկետից և ՀՀ-ում բնակության ժամանակահատվածի տևողությունից:
Սույն սահմանադրական փոփոխությունը հնարավոր է իրականացնել Ազգային Ժողովի միջոցով:
