Ռուսաստանում անօրինական գտնվող ՀՀ քաղաքացիները երկրից պետք է հեռանան մինչև հունիսի 15-ը
SOCIETYՌուսաստանում անօրինական գտնվող ԱՊՀ երկրների քաղաքացիները, այդ թվում՝ ՀՀ քաղաքացիները, երկրից պետք է հեռանան մինչև հունիսի 15-ը: Այս մասին ասուլիսի ժամանակ հայտարարել է «Հայկական Կարիտաս» ՀԿ-ի աշխատանքային միգրացայի ծրագրի փորձագետ Տաթևիկ Բեժանյանը։
«Սա բխում է ՌԴ-ում միգրացիոն ոլորտում իրականացվող խստացումներից: ՌԴ ներքին գործերի նախարարության տարածած հայտարարության համաձայն, ՌԴ-ում գտնվող շուրջ 61 հազար ՀՀ քաղաքացու առնչվելու են այս խստացումները, հետևաբար նրանք նույնպես մինչև հունիսի 15-ը պետք է լքեն ՌԴ տարածքը։ Ես կարծում եմ, որ այդ թիվը երկու, երեք անգամ ավելին կարող է լինել: Նրանք այն քաղաքացիներն են, որոնք ունեն միգրացիոն հաշվառման ժամկետի, միգուցե մուտքի հետ կապված խախտում: Հնարավոր է չունեն աշխատանքային պայմանագիր և բազայում երևում է, որ անօրինական են գտնվում: Ենթադրվում է, որ այդ քաղաքացիներն այս կամ այն խախտումների համար ձեռք են բերել մուտքի արգելք: Եվ եթե ժամանակին չեն բողոքարկել դա, ապա նշանակում է, որ անօրինական են գտնվում ՌԴ-ում: Միակ տարբերակը ՌԴ-ից դուրս գալն է»,-ասել է Տաթևիկ Բեժանյանը:
Նրա խոսքով՝ ներկայում հանրային քննարկումների մեջ գտնվող մի շարք այլ փոփոխությունների փաթեթ առաջիկայում կմտնի ՌԴ օրենսդիր մարմին: Խիստ կանոններ են սահմանվելու, միգրանտները շատ լուրջ դժվարությունների առաջ են կանգնելու:
«Ծայրաստիճան խիստ փոփոխություններ են սպասվում: Գործող կարգով, տարվա ընթացքում յուրաքանչյուր 180 օրվա մեջ ԱՊՀ ու 61 այլ երկրի քաղաքացիներ կարող են գտնվել 90 օր: Նոր նախագծով նախատեսվում է այդ ժամկետը դարձնել 30 օր 365 օրվա ընթացքում: Ժամկետը մի քանի անգամ կրճատվում է: Ավելի երկար մնալու պարագայում քաղաքացին պետք է անցնի բուժզննում, հանձնի մատնահետք, ունենա բժշկական ապահովագրություն, հանձնի ռուսաց լեզվի, Ռուսաստանի պատմության, Ռուսաստանի մշակույթի քննություն, ձևակերպի ID քարտ՝ չիպով, որին պետք է հետևեն գլոբալ նավիգացիոն արբանյակային համակարգի միջոցով»,-ասաց Տաթևիկ Բեժանյանը:
Մեկ այլ առաջարկվող փոփոխության համաձայն, աշխատանքային միգրանտի համար շատ բարդ է լինելու է տեղում աշխատանքը փոխելը: Օտարերկրյա քաղաքացիները պարտավոր են լինելու գրանցվել օտարերկրյա քաղաքացիների համար նախատեսված թափուր աշխատատեղերի ռեեստրում, իսկ գործատուն պարտավոր է գրանցվել գործատուների և ձեռնարկատերերի էլեկտրոնային ռեեստրում: Այդ ճանապարհով հնարավոր կլինի աշխատանքի անցնել․ «Ու եթե, օրինակ, շինարարությունում աշխատող բանվորը խնդիրներ ունի, չեն վճարում, պայմանները լավը չեն ու ցանկանում է տեղում փոխել աշխատանքը, ապա դա շատ բարդ է լինելու: Նա, օրինակ, չի կարողանալու հարևանությամբ գտնվող հացի փռում անցնել աշխատանքի որպես հացթուխ, որովհետև ռեեստրում չի գրանցվել այդ գործի համար: Այսինքն՝ անհնարինության է հասնում աշխատանքը, անգամ տարածաշրջանը փոխելը»։
