ԱԺ-ում շարունակվում է կառավարության հրավիրած արտահերթվ նիստը

Ազգային ժողովում մեկնարկել է կառավարության հրավիրած արտահերթ նիստը: Նիստի մեկնարկին նախ քվեարկության կդրվեն նախորդ օրը քննարկված հարցերը:
Դեկտեմբերի 15-ի նիստում պատգամավորները շարունակել են առաջին ընթերցմամբ քննարկել «Ձերբակալված եւ կալանավորված անձանց պահելու մասին» ՀՀ օրենքում փոփոխություններ եւ լրացումներ կատարելու մասին» օրենքի նախագիծը, որով նախատեսվում է չսահմանափակել ձերբակալված կամ կալանավորված անձանց՝ փաստաբանների կամ քրեական գործով պաշտպան չհանդիսացող փաստաբանի հետ հանդիպումները աշխատանքային եւ ոչ աշխատանքային օրերին: Ընդ որում, հանդիպումների ժամն ու տեւողությունը եւս չի սահմանափակվելու:
Այնուհետեւ առաջին ընթերցմամբ քննարկվել է «ՀՀ քաղաքացիական օրենսգրքում փոփոխություններ եւ լրացումներ կատարելու մասին» օրենքի նախագիծը, որը եւս ներկայացրել է Արման Թաթոյանը: Նա տեղեկացրել է, որ նախագծի ընդունմամբ կընդլայնվի ՀՀ քաղաքացիներին ընձեռված՝ պետական կամ տեղական ինքնակառավարման մարմինների կամ դրանց պաշտոնատար անձանց որոշումների, գործողությունների կամ անգործության հետեւանքով քաղաքացիների խախտված իրավունքների համար ոչ նյութական վնասի հատուցման հնարավորությունը:
ՀՀ արդարադատության նախարարի տեղակալ Արման Թաթոյանն առաջին ընթերցմամբ ներկայացրել է «Հայաստանի Հանրապետության դատական օրենսգրքում փոփոխություններ եւ լրացումներ կատարելու մասին» օրենքի նախագիծը: Նախագծով առաջարկվում է դատավորի վարքագծի կանոնների սահմանումը վերապահել Դատավորների ընդհանուր ժողովի իրավասությանը, սահմանել դատավորի գրավոր հարցման հիման վրա դատավորների ընդհանուր ժողովի էթիկայի եւ կարգապահական հարցերի հանձնաժողովի կողմից դատավորի վարքագծի կանոնի կիրառության վերաբերյալ խորհրդատվությունը:
Երկրորդ ընթերցմամբ քննարկվել է «Պետական տուրքի մասին» ՀՀ օրենքում փոփոխություններ կատարելու մասին» օրենքի նախագիծը:
ՀՀ մշակույթի նախարարի տեղակալ Արթուր Պողոսյանն առաջին ընթերցմամբ քննարկման է ներկայացրել «Հայաստանի Հանրապետության զինանշանի մասին» ՀՀ օրենքում լրացում կատարելու մասին» օրենքի նախագիծը: Օրենքի նախագծով ՀՀ կառավարությանը տրվում են լիազորություններ՝ սահմանելու ՀՀ պետական զինանշանի գործածվող գունային գամմաների հստակեցումը, եւ հերալդիկայի կանոններին ու ավանդույթներին համապատասխան առանձին դետալների, ընդհանուր կոմպոզիցիայի շտկումն ու վերամշակումը:
