Բժշկական օգնությունը կցուցաբերվի նորակառույց մասնաշենքում

Անի Սանոսյանը Ֆեյսբուքյան իր էջում գրում է.
Հայաստանի Հանրապետության և Վերակառուցման և զարգացման միջազգային բանկի միջև ստորագրված «Առողջապահական համակարգի արդիականացման ծրագրի լրացուցիչ ֆինանսավորում» վարկային համաձայնագրի հիման վրա երկրի մի շարք բնակավայրերում կառուցվել են բժշկական հաստատությունների շենքեր: Դրանց հետագա տիրապետումը, շահագործումն ու տնօրինումն ապահովելու նպատակով ՀՀ կառավարությունն իր վաղվա` դեկտեմբերի 17- ի.նիստի օրակարգ է ներառել որոշման մի նախագիծ, որով համայնքային ՊՈԱԿ- ների համար կառուցված շենքերն իրենց սկզբնական արժեքով նվիրաբերվելու են համայնքներին` այնտեղ բացառապես բժշկական օգնություն և սպասարկում մատուցելու նպատակով:
Նախատեսվում է նորակառույց շենքերն ամրացնել համապատասխան ՊՈԱԿ- ների գտնվելու վայրի մարզպետարաններին, որոնք իրենց հերթին դրանք կամրացնեն ՊՈԱԿ- ներին, իսկ ՓԲԸ- ների համար կառուցված շենքերը կներդրվեն վերջիններիս կանոնադրական կապիտալներում: Այսպիսով, կառավարության որոշումը վերջնականապես կհստակեցնի վերոհիշյալ ծրագրով կառուցված անշարժ գույքի նկատմամբ իրավունքի տեսակը:
Արմավիրի մարզում կառուցված բժշկական հաստատությունները նվիրաբերվելու են Սարդարապատի, Բաղրամյանի, Աղավնատան, Ակնալճի, Արարատի մարզում` Նորաբացի, Սայաթ- Նովայի, Քաղցրաշենի, Նոր Խարբերդի, Կոտայքի մարզում` Լեռնանիստի, Վերին Պտղնիի, Ակունքի, Սոլակի, Լոռու մարզում`Լեռնապատի, Գեղարքունիքի մարզում` Վարդաձորի, Լիճքի, Տավուշի մարզում` Ոսկեվանի, Նավուրի գյուղական համայնքներին:
ՓԲԸ- ների կանոնադրական կապիտալում ծրագրվում է ներդնել Գավառի, Գորիսի և Բերդի բժշկական կենտրոնների, Լոռու մարզի Ախթալայի, Տավուշի մարզի Բագրատաշենի գյուղական համայնքների բուժհաստատությունների նորակառույց մասնաշենքերը:
Որոշման նախագիծը մշակել է ՀՀ առողջապահության նախարարությունը, մշակման գործընթացում ներգրավվել են ՀՀ ԱՆ «Առողջապահական ԾԻԳ» պետական հիմնարկի համապատասխան մասնագետները:
Ակնկալվում է, որ կառավարության որոշումը կնպաստի վարկային ծրագրով կառուցված շենքերի պահպանմանն ու նպատակային նշանակությամբ շահագործմանը: Բուժհաստատությունների շենքերը կառուցելու համար ծախսվել է մոտ 1,35 մլրդ դրամ:
